Primary English learning is the basic period of English learning and is also a crucial period of cultivating students’ English ability of listening, speaking,reading and writing.Primary English class teaching quality directly influences students’ development in the future.However,our country’s primary English class teaching quality is still unsatisfactory.We can turn to pay attention to class teaching monitoring to enhance primary English teaching quality.On account of this,the analytic framework of English class teaching quality monitoring in primary school is summarized by searching the literature,the contents of the analytic framework are as follows:Cognition of monitoring,monitoring standards,monitoring contents,monitoring subjects,monitoring institutions, monitoring means and monitoring links.The questionnaire is formulated by basing on the seven dimensions in the analytic framework.The problems are found by making a comprehensive thinking of the results of questionnaire,observing and interview. The problems are as follows: First,cognition of English class teaching quality monitoring in primary school is insufficient.Second,the formulating of standards of English class teaching quality monitoring in primary school is unreasonable.Third,the contents of English class teaching quality monitoring in primary school can’t cover “whole process”.Fourth,the roles of monitoring subjects can’t be made good use of.Fifth,the hierarchies of in-school monitoring institution are obscure,the cooperation between in-school and out-of-school institution is unconsolidated.Sixth,the means used in English class teaching quality monitoring in primary school aren’t various.Seventh,the links of English class teaching quality monitoring in primary school are treated with unequal importance.Moreover,the author analyses the reasons of above-mentioned problems in depth. The reasons are as follows:First,monitoring subjects have narrow cognition,school and society do a plain publicity work. Second,the subjects who participate in formulating standards are usually missed and Bringism in formulating is serious. Third,the contents of English class teaching qualitymonitoring in primary school aren’t kept to the idea of “whole process”.Fourth,basic quality of monitoring subjects is limited and monitoring subjects have the tendency of perfunctory motivation.Fifth,the potency of school organization and human resource in school are limited, the inspectors in zone of responsibility aren’t in normal operation.Sixth, implement of various monitoring means needs more cost.Seventh,strict and explicit personnel assignment,the written rules in monitoring links are lacking.In order to solve the problems and improve English class teaching quality monitoring in primary school,several relevant countermeasures are put forward as follows: First, enhance publicity of school quality culture,change quality monitoring into quality guarantee.Second,bring primary English teachers in formulating standards,take the characteristics of English class teaching in primary school into account.Third,perfect the monitoring contents to be throughout every period of“whole process”.Fourth,organize monitoring subjects to have a special monitoring training to guarantee monitoring subjects’ basic quality. Fifth,make up a monitoring community among schools,cooperate with the inspectors in zone of responsibility.Sixth,enrich monitoring means, strengthen the usage of on-ling monitoring and self-monitoring.Seventh,make personnel assignment in monitoring links clear,form strict written rules of monitoring links.
