With the continuous development of China’s economy and society, people pay more and more attention to the quality and level of higher education, the higher education scale rapid expansion and relative lack of investment in education resources both have aroused public attention. The "National long-term educational reform and development plan for (2010-2020)" is more clear-cut proposal, universities need to "the introduction of competition mechanism, the implementation of performance evaluation, dynamic management".Taking "three field coupling model of reproduction" and the sustainable development theory as the research foundation, to evaluate the performance of subordinate universities of input and output, in order to study whether the resources of higher education input is effectively used, resource input is brought due to the output or not. The purpose of writing the paper are,On the one hand, can help the diagnosis results School of University, promote universities to form and strengthen the consciousness of cost, the rational allocation of resources,improve efficiency in the use of resources; on the other hand, provides the reference for the adjustment of government financial allocation according to the performance, promote the colleges and Universities continue to improve internal management and efficiency.First of all, this paper sorts through the theory of higher education performance evaluation,such as the theory of public management, value evaluation, management of humanism, the theory of sustainable development and so on. On this basis,the paper summarized the connotation of the people-oriented performance evaluation of university’s sustainable development with higher education "three field coupling" reproduction process model and the sustainable development of the university structure model as the support, the formation of the sustainable development of university performance evaluation the guiding logic framework system. Then according to the different subjects, from the two dimensions of government-leading and society-leading, the specific analysis of the university to implement the performance appraisal in Britain and the United States, combined with the practical background of university performance evaluation to carry out our government and scholars, expounds the application of the current situation of university performance evaluation system in our country, then structure the index system of people-oriented performance evaluation of university’s sustainable development according to the logic framework. The empirical method first uses canonical correlation model and clustering model the primary index conducted two rounds of screening, the maximum extent to eliminate the influence of subjective factors; then subordinate universities in accordance with the "General","Sci&Tech" and "Liberal arts" classification were divided, fully embodies the performance evaluation of the fairness, rationality, scientific requirements; and then use the principal component analysis method for the subordinate universities by category, objectively to calculate the index weight; finally the establishment of university performance evaluation model, were calculated for each university which based on the figures of 2012, output index and performance index of university performance situation, reflecting the performance by using the potential difference. Finally, according to the performance of subordinate universities, policy recommendations like enhance the performance and improve the mechanism are proposed according to the conclusions.
