In June 1999, the 87 th session of the International Labor Conference, "decent work" was put forward by the International Labor Organization for the first time, governments, enterprises and trade unions had quickly made a positive response, and thus spread across the globe. "Decent work" allows people to have a full and free employment, a stable income and can satisfy the necessities of life. Meanwhile, the legitimate rights and interests of the labor can be protected. By now, the "decent work" has developed from just a concept of the International Labor Organization to a part of the national policy and agenda, also an important indicator of the construction of socialist harmonious society in china. When society is able to establish and gradually realize the target of "decent work" and the sustainable development of social economy, and the implementation of people-oriented scientific development view can be fulfilled, the majority of workers then can share the results of the reform and realize the significance of the goal of well-off society.This essay, by taking Changchun city as an example, is to discuss the realization of "decent work" of college graduates. First of all, this paper discusses the related theory, connotation, characteristics and strategic objectives of decent work, as well as the significance and background of "decent work" in the new situation. The empirical object of study is identified as the graduates in Changchun after 2011, through the investigation of 8 administrative regions in Changchun City, and through the method of mathematical statistics. After investigating and analyzing the status of "decent work" of Changchun college graduates, the following characteristics are discovered: the awareness on decent work is not enough; relevant laws and regulations are not sound; phenomena of employment discrimination is serious, and so on. The reasons lie in two aspects. For one thing, the deviation between higher education development and social needs still exists. For another, college graduates’ employment expectations are too high. Based on the principal component analysis, we put forward the countermeasures and suggestions to promote the realization of "decent work" of college graduates from four dimensions. First, the government should promote the concept of decent labor, and improve the relevant system. Second, employers should provide fair employment opportunities, weakening employment discrimination. Third, colleges and universities should speed up the reform of education, and take employment guidance more seriously. Fourth, college graduates should be accurately positioned, making scientific and rational choices."Decent work" is a new objective concept which is put forward by the government of our country, the implementation of the strategy of decent labor is regarded as the main strategy of harmonious labor relations. But "decent work" can’t just stay in the level of concepts and ideas, the ultimate goal of this study is to put decent work into practical use, achieving real social actions.
