A Research On Social Work Participation In Urban Community Governance

Community in the country,like cells for the human body,the human body is composed of numerous cells,and from the micro level,the country is also composed of numerous communities,"community governance is the base of the world security",with the disintegration of the basic management system of the street residence system,the establishment of the management system of the community system,various social the problems transfer to community as the basic unit of the community,the community has become concentrated to resolve conflicts and contradictions,at the same time as the national reform,the administrative management thinking is gradually replaced by the type of service management thinking,community governance has been more and more attention of scholars.Similarly,in the development of social transformation,social work is gradually rising,as a kind of the third party nonprofit organization,which can undertake some government public service functions,so as the third party,social work organizations will be able to develop their ability to the full to participate in community governance.This paper takes the three residents of the community of Nanchang Qingyunpu District as an example,through literature research,case studies,interviews on social work participation in community governance innovation in-depth exploration.The first part,firstly,through the literature research method,a large collection of social work,community governance and social work in community governance related literature,analyzes the necessity and feasibility of social work participation in community governance.The second part,takes the three residents of the community of Nanchang Qingyunpu District as an example,where social activities are more abundant,to understand the content of social work participating in urban community governance,and summarizing the effectiveness of social work participation in community governance.At the same time,this paper summarizes several practical experiences of social work participation in community governance in Qingyunpu District,there are a lot of problems when social work take participate in community governance lile serious administration,low awareness,lack of personnel and fundsand and lack of professionalism.The reasons behind these problems is that,firstly,administrative management system has made social work organizations lack of independence;Second,the social work organizations have a single source of funds,poor fund-raising ability;Thirdly,the localization level of social work value,theory and method is relatively low;Finally,social work is still in the initial stage of development,the social influence is small.Finally,the change strategy of social work participation community governance:the embedded development of social work in the existing system;Establish " internet plus" information platform in community,integrate social work service resources,expand the awareness of social work;Introduce the relevant fiscal and tax policies,establish community foundation,and relieve the worries of social work agencies;Establishing " time bank ",innovating the supply mode of social work service;Cultivate the participation consciousness of community residents and increase their enthusiasm in community affairs;Vigorously cultivate community elite,promote the development of community social organizations,to meet the needs of community governance;Pay attention to vocational education and school education,improve the comprehensive skills of social workers,improve their professional skills.
