In recent years, economic crisis has brought great impact on the employment of young people in the member states of EU. With the advent of youth unemployment tide, continuing education which acting as an important means of coping with youth unemployment and social contradictions has got widespread concern. In order to deal with youth unemployment, EU has proposed Youth Guarantee Plan, made Proposal for a Council Recommendation on Establishing a Youth Guarantee, and asked its member states to take certain measures to ensure that all young people under the age of 25 can obtain high quality career or skill training after leaving school or getting unemployed within 4 months to improve their chances of employment. In accordance with EU’s requirements, its member states each has established a national Youth Guarantee Implementation Plan, and some member states have begun to implement their own implementation plans. This research, taking the social background and condition for the propose of Youth Guarantee Plan as the starting point, taking the continuing education of unemployed youth as the research perspective, systematically and comprehensively analyzes the main contents, principles, measures, effectiveness of implementation and so on of Youth Guarantee Plan. In the same time, chooses three member states as cases to do specific analysis, and further to interpret the experience and future development of Youth Guarantee Plan from the commonness and individuality embodied during the course of implementation. In the end, gives some useful enlightenments based on the current state of our nation’s continuing education and training for unemployed youth.This research contains six parts:Part I: Promotion of continuing education of EU’s unemployed youth. This part, taking the severe employment situation as the direct background, taking the growing concern of EU’s member states on continuing education for unemployed youth as the objective condition, and taking the early experience Nordic countries provided as important elements, analyzes the background of Youth Guarantee Plan.Part II: Implementation plan of continuing education of EU’s unemployed youth. This part analyzes the connotation of EU’s Youth Guarantee Plan, the referring principles each member state should obey when developing its own Proposal for a Council Recommendation on Establishing a Youth Guarantee, and the strategies of implementation, assessment methods of the implementation and sources of funding for the Youth Guarantee Plan.Part III: National implementation of continuing education of EU’s unemployed youth. This part takes Finland, Spain and Britain as the three specific cases for the implementation of continuing education of EU’s unemployed youth. Among them, Finland practices Youth Guarantee Plan by providing various guarantee measures and training and internship bases, Spain co-uses its national policies to implement continuing education for unemployed youth, the Chloe of Britain provides useful guidance from the micro level by the way of Employment Guidance Counselor.Part IV: The implementation effectiveness of continuing education of EU’s unemployed youth. This part analyzes the implementation effectiveness of continuing education of EU’s unemployed youth from the following aspects: promote the docking of EU’s policies and its member states’ policies on continuing education for unemployed youth, advance the development of each member state’s continuing education for unemployed youth, strengthen the exchange of experience among member states, promote member states to give early intervention to youth, and focus on the quality of continuing education and training for unemployed youth.Part V: Experience, existing problems and trends of continuing education of EU’s unemployed youth. This part summarizes the experience EU member states gained in the course of implementing Youth Guarantee Plan from reform and perfect youth employment services, widespread pilots, quality guidance and promotion of youth entrepreneurship; analyzes the existing problems from lack of effective management mechanism, limitation of financial resources and difficulty in cooperation between governments and industries; and then puts on the trends of the development of continuing education of EU’s unemployed youth.Part VI: References of continuing education of EU’s unemployed youth. This part, based on a full analysis on our nation’s current continuing education and training for unemployed youth, taking into account the research achievement gained about EU’s Youth Guarantee Plan and its member states’ Proposal for a Council Recommendation on Establishing a Youth Guarantee, puts forward countermeasures and suggestions for the improvement of our nation’s continuing education and training for unemployed youth.
