In order to keep up with the trend of the development of the world, to meet the needs of construction of socialism modernization, and in view of the current situation of science course education that people attach more importance to the knowledge then to the practice, our country is paying more and more attention on the cultivation of the students’ ability of scientific practice.The cultivation of the students’ ability of scientific practice is conducive to the solution of the problem, the improvement of scientific literacy and the cultivation of talents in science and technology. Relative to the center and eastern China, the economic development of southwest ethnic region lags behind. In order to promote the development of the economy, southwest ethnic region is in urgent need of the improvement of the public’s scientific literacy and the cultivation of talents in science and technology. Therefore, it is particularly important that the cultivation of biological practice ability for southwest ethnic region.In order to research the level of students’ biological practice ability in the southwest ethnic region and investigate what factors affect the development of students’ ability of biological practice, this study takes junior high school students in Qiandongnan prefecture of Guizhou as the research object. This research mainly includes three aspects:Part one: the construction of the evaluation index system of biological practical ability for the Junior high school students. To construct an initial evaluation index system of biological practical ability by coming the core elements of scientific and practical ability in the <A Framework for K-12 Science Education: Practices, Crosscutting Concepts, and Core Ideas> 、 Program for International Student Assessment、Third International Mathematics and Science Study、National Assessment of Educational Progress. Then, to modify the initial evaluation index system though the expert advice. In the end, this research conducts the evaluation index system of biological practical ability for the Junior high school students.Part two: the construction of the evaluation tool of biological practical ability for the Junior high school students in Qiandongnan prefecture. Firstly, this research holds an investigation into the biological academic level, life situation, staffing of experimental apparatus and so on. Secondly, to construct and optimize the evaluation tool in accordance with the procedures of the test development process.Part three: investigation of present situation and analysis of the influence factor. According to the evaluation results. This research concluded that each dimension level and overall level of biology practical ability. Then, according to the students’ background information and the evaluation result, using statistical analysis methods, summarizes the factors affecting the development of students’ practical ability.This research mainly has the following conclusions:1.The construction of the evaluation index system of biological practical ability for the Junior high school students;2.The construction of the evaluation tool of biological practical ability for the Junior high school students in Qiandongnan prefecture;3.On the overall level, the students’ biology practical ability in junior high school in Qiandongnan prefecture is at a low level; biological practical ability has differences in gender, urban and rural, has a weak correlation with biological results, has a high correlation with participation in the practice activity and has a medium correlation with the family importance on practice ability.
