The Independent College, which takes full advantage of the ever-expanding existing effective available higher education resources of new and high quality, is a whole new school-running model and pioneering work of the higher education development model in mass development of China’s higher education. As one indispensable part of college teaching staff, the independent college counselors play a very important role in college students’ growth and success. However, compared with other teaching staff in the college or counselors in other regular institutions of higher learning, the independent college counselors take much more pressure and duties.Moreover, their contributions are far beyond their gains. Thus, it is really urgent to strengthen the construction of independent college counselors by means of efficient and reasonable incentive mechanism. Although Qingdao Technological University Qindao College(Qindao College for short) has made some experimental efforts in perfecting the counselor incentive mechanism, it is not unfocused, non-systematic, and far from enough for the current development phase of the college. Therefore, it is especially important to redesign a package of incentive mechanism for Qindao College.The thesis consists of six chapters: Introduction, Definition for Related Concepts and Theoretical Interpretation, Characteristics of Independent College Counselors,An Empirical Study on Counselor Incentive Mechanism in Qindao College, Redesign for Counselor Incentive Mechanism in Qindao College and Conclusion and Prospect.The keystone of this thesis is the fifth chapter, which includes three parts: design thought, design principle(namely, the people-oriented principle, fair principle, the difference principle, systematic principle, the unity of the flexibility and stability principles, the maneuverability principle), and the incentive mechanism redesigning(namely, compensation redesigning, career development redesigning, performance evaluation redesigning, training design, emotion redesigning and environment redesigning).To establish and perfect a set of independent college counselor incentive mechanism is not accomplished at one stroke. It needs the scientific incentive theory as the guide, proper incentives measures as the starting point, and the modern human resources technology as a guarantee. In the course of the exploration of counselor incentive mechanism, Qindao College still has a long way to go.
