The Research On The Performance Evaluation Of Production-Study-Research Cooperation Of Universities In Xi’an

The scientific and technological is an important driving force to promote social and economic development,and production-study-research cooperation is an effective way to enhance the innovation ability of science and technology,to carry out a positive production-study- research cooperation has a role in increasing the scientific and technological innovation capacity of universities, enterprises and scientific research institutes.At present,the production-study-research cooperation of universities of China exist some common problems,such as the positioning is not clear, interest distribution mechanism is not perfect, the management system is difference and imperfect laws and regulations and so on,meanwhile,the production-study-research cooperation of universities in different areas exist a larger differences, facing with different problems.As the regional central city of China,Xi’an has multiple advantages in the field of production-study-research cooperation, but it still exist a series of problems comparing with some developed city in China.So having a study on the issues of production-study-research cooperation of universities of Xi’an will be conducive to the production-study-research cooperation,promote the science and technology innovation ability of the local colleges and universities, enterprises and research institutes,overall technical resources and play an important role in promoting social and economic development of Xi’an and Northwest.Through consulting a large number of relevant literature, this paper reviews the current situation and research status of the production-study-research cooperation between domestic and foreign universities, and studies the policy formulation and basic principles of the production-study-research cooperation and its performance evaluation. Aiming at the problems of the production-study-research cooperation process of universities of Xi’an,according to the related theory and actual situation,this paper constructs an index system from the input-conversion-output point,applies structural equation model to analysis the production-study-research cooperation performance of universities of Xi’an and takes XJ University as an empirical object,collecting the index data of 15 production-study-research cooperation projects of this university to verify the feasibility of the performance evaluation model and analysis the results of empirical study,screening the main factors that affect the production-study-research cooperation of universities of Xi’an.Aimed at the problems existing in the performance evaluation process,This paper puts forward countermeasures to promote the production-study-research cooperation of universities of Xi’an:increase the input of production-study-research cooperation;strengthen integration of all the participants of production-study-research cooperation;perfect the benefit distribution mechanism of production-study-research cooperation;make the scientific research achievements marketization;the government guides small and medium enterprises to participate in production-study-research cooperation of universities.
