In 2014,the coordinated development of the Jing-Jin-Ji became a major national strategy.From then on,Beijing,Tianjin,and Hebei have gradually broken the inherent thinking of "one acre and three points",with the common goal of achieving innovation-driven development.During the process of introducing Tech talents,Jing-Jin-Ji also gradually strengthened cooperation and exchanges.At present,the economic growth pattern of Hebei Province is undergoing a fundamental transformation from over-reliance on resource consumption to mainly relying on technological innovation and improving the quality of human resources.Hebei needs more Tech talents in this period of development than ever before.Therefore,Hebei Province must seize the historic opportunity for the coordinated development of Jing-Jin-Ji.In the process of introducing Tech talents,it is necessary to work with Beijing and Tianjin to play a "one game of chess",discuss,build,and share together;but also combine their own development practices clarify the employment needs,a ccurately locate the policy,and finally realize the "differentiation" development of Tech talents in the collaborative introduction of Jing-Jin-Ji.Based on the Jing-Jin-Ji coordinated development strategy,this paper studies the issue of "differentiation" introduction of Tech talents in Hebei Province.When analyzing the current situation of introducing Tech talents in Hebei province,make clear the requirement types of Tech talents in Hebei province,summarizes the introduction policies of Tech talents in the past 10 years,and makes a concrete analysis of the key policies.With the help of the theory of talent agglomeration,from the perspective of the scale,structure,and output of Tech talents,this paper analyzes the achievements of talent attraction.At the same time,the paper analyzes the coordinated development of Beijing,Tianjin and Hebei in the process of introducing Tech talents,and compares the results of the introduction of Tech talents from three levels,including scale,structure,and output.By analyzing the current situation,it is found that the following four problems exist: insufficient scale of Tech talents,the structure of Tech talents needs to be optimized,lack of top Tech talents,and Tech talents have lower output capacity.On this basis,this article deeply analyzes the reasons for the problem: The policy of talents lacks pertinence;The policy of talents is not attractive enough;The mechanism of regional coordinated talent introduction is not perfect;The development environment for Tech talents needs to be optimized.Finally,by referring to the practical results of Beijing and Tianjin,according to the problems and causes,the paper put forward targeted countermeasures from three aspects of policy,environment,and mechanism.
