On The Better Application Of Scientific Studies Funded By Quanzhou Social Science Association

As social science helps not just in learning about the world but also in improving it, the application of the achievements of related researches on social science is of great significance. But the low application rate is a plain fact for scientific studies funded by all academies and social science projects of all types and at all levels.Therefore, the application of scientific studies has always been a hot topic for experts and scholars in related fields and quite a lot of researches have been done to examine the low application of scientific studies, to explore the possible causes and to provide suggestions from the perspective of researchers and administrators. In spite of all the efforts made, what really matters is that studies must be put to practice to help the better application of scientific studies.With mechanism design theory decision-making model as theoretical basis,present paper is an emperical study focusing on the low rate of application of scientific studies funded by Quanzhou Social Science Association from the perspective of public management. Through literature reviews, interviews,questionnaires and SPSS data analyses, the author of present paper dwells on the history and performance of the scientific projects subsidized by Quanzhou Social Science Association since 1999 and the recognition of these projects from all circles of the society. The author holds it that these projects have gone through three stages,namely, start-up, innovation and rapid development. And problems invovled in the application of these scientific studies, like reserch achievements, researchers, target audience, departments of research management and ways of project management are caused by factors such as the unique features of the achievements, the sense of service of researchers, the recognition of the achievements from the target audience,the evaluation and incentive mechanism of the project holders’ employers, and the social mechanism for the application of the achievements. And to facilitate the application of the achievements of social science studies, all administrative departments concerned must perform their own duties: the party committee and government are to encourage the application of the achievements of social science studies, increase funding, set up an exchange mechanism between research teams and decision-making bodies; the Social Science Association of Quanzhou is to specifiy project requirements, establish application-oriented incentive system, set the stage for exchanges between suppliers and buyers, and ensure the promotion of achievements;the employers of project holders is to avoid pedantic comments, advocate a concise writing style and establish a flexible fund-management method; and the project entrust organization is to be actively involved in the research and to reward project concerned social benefits.
