Tumen River regional economic cooperation has already experienced25years ofdevelopment. Although it has made certain achievements, the cooperation progress isquite slow compared with the successful case of regional economic cooperation. Thereason contains many historical and practical factors. First, the Tumen River Areapolitical relations is complex, such as territorial issues the issue of reunification,security issues, especially the recent North Korean nuclear issue which causes thetense situation in this region, which are seriously affected the progress of economiccooperation. Secondly, there are some differences among China, the DPRK and Russiain the economic system, which make it difficult to arrive at a common objectives.Finally, the overall economy of the Tumen River area is relatively backward, themarket operation mechanism is not perfect,it is difficult to play a leading role for themarket. At present, the most common economic cooperation is the cooperationbetween local governments, lacking of central government intervention, whichresulting in regional economic cooperation difficult. Nevertheless, we should see greatprospects for development of the Tumen River area. Rich natural resources, obviouslocation advantages, international community’s attention, all of these provide a goodbasis for economic co-operation of the Tumen River Area. Therefore, during theTumen River Area cooperation, attention should be placed on the actual situation of theregion, try our best to overcome the various constraints, step by step, and exploring theproper road of cooperation in the region.First of all, bilateral cooperation which is relatively easy to achieve tangibleresults should be carried out. When the time is ripe for multilateral cooperation, we canexpand the scope of economic cooperation of the Tumen River area, such as attractingJapanese, Korean, Europe and the United States capital, technology. Secondly, attractprivate capital for investment in the Tumen River area, accelerating the development ofthe market players, attract international and domestic enterprises to enter the region, to drive the region’s economic growth. At the same time, strengthen the economiccooperation between the DPRK and Russian enterprises to supplementintergovernmental cooperation, let inter-governmental cooperation promotecooperation between enterprises. Again, on this basis of local government in economiccooperation, strengthen the central government and heads of state intervention, Inparticular, we should take full advantage of the coordination mechanisms provided byinternational organizations to strengthen communication and coordination of thecentral and regional economic cooperation. Finally, because of the contradictionbetween the interests of all countries of the Tumen River Area, it is not suitable forinstitutional cooperation. Nevertheless, functional cooperation must be the first to drivenational economic growth, increase national welfare. When the countries of this regiongradually reached common interests, we can carry out the system qualitativelycooperation.
