Study On Problems And Countermeasures Of Energy Saving And Emission Reduction In Xi'an

As one of the basic state policy in our country, energy conservation and emission reduction is an important measure to accelerate the transformation of economic growth mode, and to increase energy utilization, by which our national economy can be developed much more fully, and the scientific outlook on development can be implemented. This policy must be carried out not only for our national scientific development, but also to construct our two-oriented society, namely resource-saving and environment-friendly society. Xi’an, the capital of Shanxi province, is an old industrial base in China’s first two five-year development projects. The industrial economy is always playing the leading role in the economic development in Xi’an. However, Xi’an is now in the critical period in propelling new industrialization and energy conservation. The question is how to, on the basis of the development environment in Xi’an, conduct the energy conservation strategy and work out the adjustment plan for low consumption and low emission, in order to push the industry forward to the low carbon direction, and finally achieve the two oriented society.This paper firstly discusses the development background both nationally and internationally. Then on the basis of the theoretical analysis of the energy conservation, it analyses the industrial development process from high energy consumption to the low and also the energy conservation status quo, after which the current main problems are elaborated, and the reasons are also covered. Finally, by learning from the successful experience nationally and internationally, this paper comes up with some constructive suggestions based on the real situation and the real problems of the energy conservation project in Xi’an, hoping to propel the low carbon development of the industrial economy in Xi’an.
