Air transport is the most basic geographical factors. Its development will greatly improvetraffic accessibility among cities and regions. Its activities in promoting economic development andchanging distribution patterns of industry also have pervasive influence force. Additionally, airtransport plays a huge role in promoting local economic development. On the other hand, that therapid development of urban economy also stimulates the development of airports and air transport.With the development of the city as well as its airport, the interactive influence between themunceasingly strengthens and becomes more profound.The current development status of the city and the airport is that: one hand, many governmentscontinue to increase investment in economic development,but the irrational overinvestment cityplanning make most of urban economic development effectiveness keeping low degree; on the otherhand, influenced by the impact of advanced cases of the Western countries, building domesticairports are booming which causes potential competition between airports entering white-hot state.It is hard to construct a benign interactive development relationship between cities and airportsunder this circumstance.We aim to promote cities’s economy and enable its airport to play a largerrole on their development based on the understanding of the relationship between the city andairport development.Data envelopment analysis is used to evaluate the effectiveness of airport and its city’seconomic development from a horizontal perspective in this paper. Base on the results, we dividesthe development effectiveness of the airport and the city into four categories: both airport and thecity’s economic development are effective; both airports and city’s economic development are ineffective; airport is effective but city’s economic development is ineffective and city’s economicdevelopment is effective but airport is ineffective. Meanwhile, we also try to explain thedevelopment relationship between the airport and the city’s economic development. The paper liststhe inputs and outputs slack variable table of ineffective decision making unit. Then this paperselects Lukou airport and Nanjing as representation, and analyzes their dynamic developingrelationship in1993-2012by using co-integration analysis and Granger causality test measurement.The results showed that passenger and freight traffic and Nanjing Lukou still in unilateral economicdevelopment driven stages.
