Zhongning General Plan Land Use Evaluation

Land is the most basic protection of human survival and social development. Land useproduced since the dawn of man. With social progress, the improvement of peopleunderstanding, the growing land problem with industrialization and urbanization development,preparation and implementation of land use planning is increasingly being valued by thepeople and the country.“Zhongning general land use planning (2006-2020)” was approved and implemented byPeople’s Government of Ningxia Hui Autonomous Region at October2009. By the end of2012, the plan has been implemented about three years. To improve the ability of general landuse planning about adapting the changes in regional economic development, fully grasp theeffectiveness of planning-implementation, evaluate the necessity and feasibility ofplanning-adjustment, Ningxia Hui Autonomous Region carried out assessment and adjustmentof general land use planning pilot work. The study of land use planning-implementationevaluation is the important part and the premise and basis of planning-adjustment.Starting with the planning goals’ achievement the comprehensive benefits afterplanning-implementation, regarding land use planning-implementation evaluation as entrypoint, under the guiding of county land use planning and the basic theory of land useplanning-implementation evaluation, combining with guidance and research achievement, thestudy establish planning-implementation evaluation index system. AHP and Delphi methodare combined to calculate the index weight. Then using the comprehensive evaluation modelevaluate Zhongning land use planning-implementation.Study shows that it has good effect of Zhongning land use planning-implementation, butrecommend to adjust “Zhongning general land use planning (2006-2020)” consideringlong-term. Planning-implementation effect has the following areas:1. Arable land and basic farmland protection in good condition.2. Rapid expansion of construction land, but the remediation process of abandonedindustrial land and rural settlements is slow. 3. The adjustment of land use structure and spatial distribution is basically the samewith planning direction, but it still appears planning adjustments.4. Good enhance the degree of land use, but the extent of intensive use of land still hasto be improved.5. After the planning-implementation of comprehensive benefits, economic andecological benefits particularly significant, social benefits is to be high, the need tostrengthen public participation in the planning.
