The contribution rate of science and technology progress refers to the role of science andtechnologyprogress to the economic growth,which can reflect the effect of the economicgrowth modes’ transformation, it is a general indicator to measure a country’s or a department’seconomic development and science and technology progress.Forestry shoulders two importanttasks——the construction of the state ecological securitysystem,the prosperity of forestry industry system and ecological culture system. The key tospeed up forestry development is science and technology. Calculating the accurate contributionrate of forestry science and technology progress is helpful for us to grasp the whole situation offorestry science and technology progress, so as to put forwardsuggestions for making forestrypolicies.This study compared the existing researches of the contribution rate of science andtechnology progress to economy, combined the present situation of forestry resources with thedevelopment of forestry science and technology progress, determined the Solow residualmethod as the calculating method.On the basic of the authoritative statistical data calculatedthe contribution rates of forestry science and technology progress from1996-2012.In the aspect of data processing, mainly adopted the following methods:1)According tothe features of forestry in Chinaand the data statistics principles: availability, authoritative andscientific, finally determined the gross product of forestry, forestry capital investment andforestry labor inputs as the core calculation indicators,setted the state-owned forest region asthe reference frame to calculate the capital investment and labor input.2)Based on the nationalGDP index, according to the constant prices of1990to process the data, used the growth rateof year-on-year as each indicators’ growth rate.3)According to the experience of theagriculture’s, determined the forestry capital and labor output elastic coefficient are0.55and0.2respectively.4)In order to calculate the contribution rate of the period of five-year plan, thedata have been processed by moving average method. The conclusions of calculating as follows:1)The contribution rates of forestry science andtechnology progress of the9th,10th,11th five-year plan and the first two years of12thare34.51%、42.96%、34.85%.2)The role of science and technology progress to the developmentof forestry is more and more important, but compared with the national level and other relativeindustries’contribution rates is still lower.3)At present, the contribution rate of capticalinvestmentalways stays at the level of50%, it means the capital investment is still the mainfactor to promote the development of forestry.4)The contribution rates of labor input of allthese years are below27%, so the important role of labor inputs should be improved.According to the results and analysis, this study puts forward advices for the developmentof forestry:1)Increase the proportion of investment in science and technology, setting up alongterm mechanism for forestry research investment.2)Establish a high quality team offorestry researchers to improve the innovation ability.3)Strenghening the construction offorestry scientific and technological achievements promotion system to transfer the science andtechnology innovation achievements into realistic productivity.4)Strenghening the awarenessof the importance of science and technology to make the forestry construction more and moreefficiency.5)Improve the statistical system of forestry science and technology, establish anormalized forestry science and technology evaluation system to grasp the situation morequickly and accuratly.
