As the increasing competition in the banking sector, the management in bank ismore and more important. And desperately, it is need a large number of talents whichcan meet the development of bank management. So, the standard of how to choose,use, educate and keep talents attack the Banks’ attention. As the backbone of theindustrial and commercial bank of China, the development ability and the level of riskprevention of Secondary branch’s play a role of connecting. President of secondarybranch is the team leader, he’s attitude of work, ability to work, work performancedetermines the level of management and development of the branch. How to usescientific methods of human resource management to arouse the enthusiasm of thesecondary branch President, become an important aspect of the industrial andcommercial bank of strategic goals.This paper choose the secondary branch president of Jilin Industrial andCommercial bank as the object of study and combined the external businessenvironment changes, regulatory requirements and its own characteristics, building3Pmode for the secondary branch president of Jilin Industrial and Commercial bank.According with the3P operating procedures,firstly adopt literature analysis, jobanalysis questionnaires and interviews to write job descriptions which based on thework of analysis. According to ICBC existing job evaluation system to determine thesecondary branch president level positions.Secondly, on the basis of jobanalysis,using360°Performance Appraisal, BSC and KPI to evaluate the secondarybranch president ’s job performance from work attitude, work abilities and workperformance, and design the performance appraisal score sheet. Lastly determine thesalary structure consisting of basic salary, performance pay and welfare benefits, anddetermine the basic salary based on job evaluation, performance pay based onperformance appraisal ratings results,then adding personalized welfare subsidiesbenefits.
