With the rapid growth of Chinese population, the housing needs of the residentsincrease constantly. And the urban residents’ income gap is widening, with risingprices of house led by market failure, the majority of low-income families are facingthe plight of no house to live. As a result, the construction of indemnificatory housingis the primary task of our government. However, fund shortage and limits ofconstruction scale are the main obstacles of indemnificatory housing’s development.So, it is crucial to absorb more investment parties to extend financing channel andaccelerate construction and supply. In this context, this thesis introduces PPP modelinto the indemnificatory housing to analyze financing modes and funds operationalproblems in the process of project construction and operating, in order to solveunder-investment problems and make full use of private capital. Firstly, conductfeasibility analysis of indemnificatory housing under PPP model on the basis ofrelevant theories. And then choose appropriate financing modes and designoperational process of different indemnificatory housing. Develop a reasonableallocation of risk through accurate risk identification, and develop a set of incentivemechanism in combination with the practical situation of related research. Besides,establish a set of operation support mechanism by analyzing problems encountered inthe implementation. Lastly, a case study of low-rent housing projects in LiaoningProvince elaborates the applicability and feasibility of the PPP model inindemnificatory housing projects, which can provide a valuable reference for futurepractice.The research of PPP model in indemnificatory housing can enrich the theory offinancing modes of indemnificatory housing, and also mitigate financial pressure ofgovernment, improve the efficiency and quality of housing supply as well.
