| Residenceis the basic needs of city life. Currently, The ratio of house prices to averageincomeis beyond a reasonable tolerance level of the communityin Taiwan. Housing problemhas become one of the major social issues.Under the implementation of social housing policyof Taiwan, New Taipei made a suggestion of building society housing bythe cooperation ofpublic-private partnership, in order to protect the basic living rights of vulnerable groups insociety. Combined withregulations and social situationin Taiwan, the thesisis focused on thefeasibility of multi-developfolk force to build social housing in New Taipei.From the perspective of housing problems and social development of New Taipei, thediscoursestudies on the long-term implementation process and examples of national housingpolicy in Taiwan. Discussion on the current theory of housing policy and social housingmodel at home and abroad has proposed nine applicable measures that New Taipei municipalgovernment developed to building social housingwith folk force. Through interview withtripartite interest groupscomposed of New Taipei municipal government, private buildingcompany and experts in the field of social housing,the thesis summarizes the feasible strategyabout multi-developingfolkforce to build social housing in New Taipei.On the basis of currently dominated to build social housingwith a variety of modes bythe government of Taiwan,the discoursehas concluded potential cooperation strategy in publicand private sector interests ofNew Taipei, and a combination of factorswhich concerned bythe public and private sector and experts in representing public interests in socialhousing.Finally, the perspective of research has come back to the level of affordable housingsystem in China. The thesismakes a brief analysis and summary which is aimed at the currentsituation and problemsof the implementation in affordable housing, and put forwardreferential suggestions in building public rental housing with folk force. |
