SMEs are an important support of China’s economic and social development, but itsdevelopment is facing the issues of low market demand, heavy burden and the lack of money.Regional Incubator Network takes the advantages of several Incubator Networks, provideconvenient for SMEs in the capital, and management. One hand is the formation ofcomplementary advantages and weaknesses, on the other hand the truly scale businessincubator function effectively avoid the risk of hatching and the scarcity of resources due toinformation asymmetry caused. With the expansion of the network of regional incubator, italso faces risks of associated nodes and the incubation process. How to find out an objective,comprehensive and effective risk transmission and measurement method in such a toughenvironment, means very important significance for the development of the IncubatorNetwork.The risk transmission of region Incubator Network is different from financial andenterprise risk. It’s risk source not only limited to the enterprise risk, but also related to thequality of service intermediaries, the factors relevant government policies for hatchingnetworks and venture capital funds for incubator network activities. This paper based on thefield research situation in Wuhan. First of all, a systematic description about complexnetworks, social networks, incubators and incubation network risk measurement networkresearch is made, and proposes this paper’s research idea and the main research content;Secondly, a detailed description of complex networks, complex networks of some typicalfeature vectors, the basic model of complex networks and its characteristics, dimensions andfunctions of social networks, complex social networks transmission model was made; Then,on the basis of the above findings and theoretical results, the definition of regional incubatornetwork features and functions were made, and also re-definition of the network nodes, anew regional incubator networks were constructed; At the end, the SIR(Susceptible-Infective-Recovered) model was used into the regional incubator network. Onthe basis of SIR methods, through the improving of calculation method, a new model is built.The new model achieves a number of risks transmission across multiple networks. Throughthe analysis of the risk transmission mechanism in regional incubator networks, combine withthe survey data, makes a research of risk transmission and measurement about four IncubatorNetwork of Wuhan. According to the results, the main risk factors are found, it helpful foreffective risk management.This is the application of the regional incubator network risk transmission and measurement model in actual network, the innovation of the article are as follows. First,summarized the theory of complex networks, social networks, incubators network, SIR Modelboth abroad and domestic, the definition of regional incubator network features and functionswere made, and also re-definition of the network nodes, a new regional incubator networkswere constructed; Secondly, through the analysis of regional incubator network’s risk factors,risk types and risk state, the risk indicators and SIR risk transmission and measurementmethods are built. At the end, the new model is applied in Wuhan four incubator networks.
