Our country is a diverse nation-state. In the less developed areas of the Midwesthave gathered a large number of ethnic minority inhabited regions with types oftourism resources, and colorful folk culture. The ethnic tourism has been the focus oftourism development in recent years. As a kind of tourism form, experienceddifferent national culture, ethnic tourism plays an important role in promoting socialdevelopment in ethnic minority areas and economic progress.Generally speaking, because of ethnic regions are remoteness and economicconditions are lag behind relatively. Under the background of the development of thewestern region in the country, quite a few regions have strong vision in economicdevelopment. The government has high hopes for tourism in the social economicconditions. But in circumstances that basic conditions are relatively poor, the trafficare inconvenience how to achieve the leap-forward and advanced development, fornational tourism is not only an opportunity but also a challenge. Ethnic tourism as atool for achieve leap-forward development in national regions, it should use Effectof the Late Comer, playing to the positive effect and avoiding the negative effect,better using the advantage of backwardness, avoiding the disadvantage ofbackwardness.In this paper, under the condition of Ganzi Tibetan autonomous prefecture,Sichuan province, combined with Effect of the Late Comer theory to explain how touse the theory to develop the ethnic tourism. This article put forward to make gooduse of Effect of the Late Comer, must have innovation in the mechanism, system,management, marketing, and product. At the same time, the government shouldactively formulate scientific and rational planning to protect the original ecologicalculture.
