A Study On System Of Endowment Insurance For Migrant Workers

With the development of economy and improvement of living standard, a large numberof migrant workers are swarming into urban area and form a group of members, which bringstremendous pressure to the workers themselves and the city. According to the latest data, bythe end of2011, the total number of migrant workers is250million which is10.55millionmore than that in2010. So we can see the number of migrant workers is growing rapidly. Weshould pay great attention to the security of their old-age life because the security of their lifewill influence the level and quality of individual family life. What’s more, it will influence theharmony and stability of rural area and even the whole society. Although government hastaken measures to improve endowment insurance system of migrant workers, up to now, therate of the number of workers who have insured is low and the measures don’t have efficienteffects, which have great effect on the construction of endowment insurance system ofmigrant workers in our country. As the transitional social group in unique period of ourcountry, migrant workers have their unique characteristic, which requires our country toformulate a more perfect endowment insurance system.It is necessary to formulate an effective system based on the unique characteristic ofmigrant workers. This thesis includes6parts: the introduction part introduces backgroundinformation, significance, current state, research approach, research method and also theinnovation and limitation of the study. In the second part, the author makes a comprehensiveanalysis of migrant workers and endowment insurance system. At first, the author defines theresearch subjects and analyzes the characteristic of migrant workers by using large number ofstatistic. Then the author makes a detailed explanation of the identification and character ofthe endowment insurance and makes a deep analysis of the foundation of endowmentinsurance system. The third part is about4typical endowment insurance systems in ourcountry, the dilemma of them and the reasons. In the fourth part, the author analyzes theadvantages and disadvantages of the endowment insurance system in foreign countries, inaddition, the author applies the applicative terms of foreign countries to our country. The fifthpart is the core part. Learning from the advantages of endowment insurance system in foreigncountry, the author makes the further argument on migrant workers under the framework of welfare economics. Based on the argument, the author improves the basic principles, generalideas, and specific scheme of the endowment insurance system. Finally the author putsforward to some feasible solutions and suggestions in the aspect of improving endowmentinsurance management mechanism and supervisory mechanism. The last part is theconclusion that refines and summarizes the first5parts and does some prospects of nextstudy.
