Labor Employment Management Research For Petrochemical Project

The management of labor employment is an important part of the human resource management for the petrochemical construction enterprises and is also the main work of the human resource for the petrochemical projects. In recent years, the government is accelerating the investment and construction of the infrastructure, which brings new development opportunities to the petrochemical construction enterprises, and results in increasing scale and output value as well as growing number of the labor employment. The labor employment has become an indispensable force to foster and sustain the development of the petrochemical construction enterprises and also lay a solid foundation for the enterprises to separate "the jobbing level" from "the management layer". However, because of attaching not enough importance to the management of labor employment and lacking of the effective management system of labor employment in the enterprises, a lot of problems still exist in the process of using the labor.This paper, according to the actual condition of "the petrochemical project in Pengzhou, Sichuan Province" participated by CC-7and "Potash Fertilizer Plant with annual production capacity of500,000tons in Laos" constructed by CC-7, studies the management of labor employment in the petrochemical projects. The author analyzes the characteristics of the petrochemical projects, on-site construction activities, organizational structure of the projects and the management of labor employment; introduces the using form of the labor employment in the petrochemical projects mainly including professional contractors, labor sub-contraction and labor sending; states the function of labor employment in the petrochemical construction; points out the problems in the process of using the labor in the petrochemical construction including the problems of using the labor of its own, the problems of professional contractors, labor subcontracting and labor dispatch companies, construction enterprises of their own problems and problems from business entrepreneurs; discusses the concrete measures to strengthen the management of labor employment, including doing well the preliminary management, strengthening supervision and communication of the construction process, doing well unified payment of wages and supervision of the use of labor, developing long-term cooperated sub-project teams, conducting assessment and evaluation works and so on, which accumulates experience and provides a relatively sound method and measure for the management of labor employment of the petrochemical construction enterprises and projects.
