With inland oil and gas resources in an emergency and the rise of offshore oil and gas industry, the demand for offshore oil and gas is sharply increased, offshore oil and gas industry is facingnew important development opportunities. However, China’s offshore oil and gas industry iscurrently more extensive development mode, the rapid development of security issues is hiddenbehind the rapid development mode. Security relations of China’s offshore oil and gas industry tolong-term economic development is an important foundation of our economic security. In order topromote the normal development of China’s marine economy, to ensure national economicinterests not severely compromised, it is necessary to ensure the safety of offshore oil and gasindustry. This article changed the traditional industry to explore ways of macro security evaluation, inorder to study the safety of offshore oil and gas industry in the state of the industry, namely theliving environment from industrial, industrial international competitiveness, industrial controlthree aspects were evaluated to quantify. Concluded that China’s offshore oil and gas livingenvironment from industrial unsafe, insecure international competitiveness of industry, industrialcontrol relatively safe.First select2007-2011offshore oil and gas industry-related data, the use of matter elementmodel of China’s offshore oil and gas industry, environmental safety assessment, the resultsindicate that in a relatively from2007to2011China’s offshore oil and gas industry environmentmost of the time unsafe condition, in2008it is in an unsafe condition, five to secure the overallindustry environment at a low level, the system is not stable enough. Individual indicators, thegovernment soft environment, offshore oil exploration and sewage into the sea value over thenumber of master’s universities and marine growth, industry offshore oil and gas industryemployment to become environmental safety constraints, to improve the situation is urgent. Then the potential for future competition, offshore oil and gas industry, industrial competitionthree aspects from offshore oil and gas industry in the current competitive, offshore oil and gasindustry, the use of gray evaluation method, select the United States, Japan, Australia, UnitedKingdom, Norway, Venezuela and China in six countries offshore oil and gas industryinternational competitiveness of industry comparative analysis, the offshore oil and gas industryoverall industrial competitiveness rankings are: United States, United Kingdom, Venezuela,Australia, Japan, China, Norway. The results show that China’s offshore oil and gas industry in theinternational competitiveness of the industry overall is relatively weak, at the downstream level, unilateral comparison, the current competitive strength is weak, the competitive environment isweak, but there is a big potential for development. In the evaluation of offshore oil and gas industry, industrial control, select the control of oilresources industry rates of foreign markets, foreign brands have oil resources industry rate, controlled concentration of corporate foreign country, the industry ’s dependence on foreignimports of oil and gas resources, dependence on foreign oil and gas resources industry exportsdegree of dependence on foreign oil and gas resources in industrial capital six indicators. Linear model, derived offshore oil and gas industry, industrial control our overall score of70.5, in arelatively safe state. But dependence on foreign imports of oil and gas resources industry score of18, in a state of insecurity, dependence on foreign export a score of41, is in critical security, attention should not relax our vigilance.Developed countries is worth learning from our offshore oil and gas industry in maintainingthe security industry, through analysis of semi-official American semi-public mode, protectingsea mode technology in Japan, South Korea’s strong government model, Australia’s integratedmanagement model and found that all offshore oil and gas powerhouse attention scientific andtechnological development and innovation, to promote offshore oil and gas industry, industrysupport of science and technology; attention to laws and regulations on the safety of offshore oiland gas industry, industry regulation law guiding role. In order to provide suggestions for thedevelopment of offshore oil and gas industry.
