Chinese railway construction is in a new developing era, which has brought opportunities and challenges for the development and growth of railway construction enterprises.With the domestic economic slowdown, the construction products gradually saturated. In the next few years, the scale of investment in rail infrastructure could be at a turning point after the peak. With investment downward, while the railway market competition is increasingly fierce, the profit space is compressed. Cross the difficulties in the downturn, strive for the survival in the transformation, and pursuit the development in the competition, these become significant issues for the traditional railway construction enterprise such as the China railway No.5engineering group co., ltd.The developing strategy is the key issue of the enterprise survival and growth, and also the major guarantee of the enterprise core competency. In the face of complicated international and domestic situation, as well as the increasingly competitive external environment, the China railway No.5engineering group co., ltd adjusts the strategic management timely, and initiate scientific management and development strategy, which becomes the urgent requirement and inevitable choice for enterprise survival and development. Thus, combining the characteristics and current situation of the development for railway construction enterprises, this thesis conducts studies such as the group developing strategy plans and key issues in the strategy implementation, which is of great significance to promote the enterprise competency advantage and international competitiveness, and to realize the sustainable and stable development for the enterprise.This thesis takes the China railway No.5engineering group co., ltd developing strategy as the research object, based on the enterprise strategy theory, through data collection and massive field investigation for the group, using the statistical analysis, PEST analysis model and strategic management analysis tools such as SWOT analysis, the internal and outside environment, the strategic resources and core capacity of the group are analyzed. Based on summing up the advantages and disadvantages, and the opportunities and challenges, the overall strategic goals and strategic mode from2013to2020are established. Thus, the key points of strategy implementation and support condition are explicit, while the suggestion for promoting competition ability of the group has been proposed. The major research conclusions of this thesis are as follows:(1)Through the comprehensive analysis of the domestic macro environment and the construction market segment, it is concluded that the group has development opportunities such as railway construction market will continue to maintain a certain scale, the highway construction market will continue to grow, the subway and light rail and other infrastructure construction will rapidly grow, and the international market will develop further, etc. At the same time, the group is also facing the challenges such as the managing problems brought by industry business model change, the market risk, the architectural material price increase, the competition aggravating, and the uncertainty of entering the international market and the real estate market, etc.;(2) Through comprehensive analysis of group internal environment, it is concluded that the group has advantages such as the professional and comprehensive brand, the resources and assets, the industrial management, and the enterprise culture, etc. At the same time, there are also some weaknesses and shortcomings such as the industrial product structure is unreasonable, the enterprise organization structure needs to be adjusted, the overall enterprise management level needs to be increased, the enterprise economic operating quality is not high, and the talent structure is not satisfying, etc.;(3) The management of the China railway No.5engineering group co., ltd is a diversified growing strategy. However, it involves multiple industries with low diversification. At the same time, the group is approaching the international development with no big scale, mainly concentrated in relatively rural area in Africa and central Asia. According to the actual situation of the group, the appropriate managing development strategy is the "limited related diversified strategy" and "internationalization strategy", which should consider to moderate diversity of the business, to find and strengthen the attention and investment of good profitability, high return industry, such as overseas business. Thus, the economic benefits of the group would be highly improved;(4) The development strategy implementation of the China railway No.5engineering group co., ltd should take the scientific development and sustainable development as the theme, speeding up the transformation of the development mode as the main line, expanding the market, strengthening the control and adjusting the structure as the major measures, and the talent construction, scientific and technological progress as the breakthrough, in order to concentrate on intensive management, promote the transformation of enterprise development, and upgrade management level;(5) In order to promote the implementation of the development strategy and the realization of the strategic target for the group, to confront the enterprise relocation, The group ought to guarantee the strategy implementation, such as to improve and complete the marketing, science and technology innovation, project management, enterprise talent and cultural strategies, which can constantly promote the strategic managing level of the enterprise.
