As for The Second Engineering Limited Corporation (hereinafter referred to as company) of the Third Group of China Railway, its leading industries are highway, bridge, the existing railway and subway. The year of2014is the first year for deepening reform and also a key year for enterprises to transfer development mode and improve development quality and efficiency. Generally, there are rare opportunities and severe challenges for the situation confronted by the company. Under the current situation, the key issues urgently resolved in the process of accelerating the pace of transferring and upgrading for the company are how to clearly recognize the situation, drive the overall situation and how to actively prepare to cope with all kinds of difficulties and challenges at the height of long-term development.This paper makes a deep and intensive research based on the recent years’development situation and relevant operation data of the company on how to work out the development strategy which fits for the current economic situation with strategy management theory and analysis method.Firstly, the external macro-environment, industry environment of construction market, market environment of main products and international project confronted by the company are analyzed in detail.Secondly, the enterprises’development strategy positioning is figured out on the basis of preparing and choosing strategy with SWOT analysis, combined with the company’s self-positioning.Finally, according to relevant theories, major measures to implement enterprises’ strategies are worked out:make the operation leadings stand out, perfect systems and mechanism, strengthen systematic management and control, develop professional construction capability and enhance culture construction and other specific implemented proposals, which provides scientific and efficient directional guidance for the company’s future development.The research result of this paper can be used for reference as for similar enterprises’ strategy management.
