China Railway Tunnel Group is a collection of domestic tunnel, with the underground engineering survey and design, construction, research and development, machinery built four functions in one enterprise group. The group company is formerly built by the establishment of the China Railway Tunnel Engineering Bureau, and reformed to China Railway Tunnel Group Co., Ltd., being a part of the China Railway Engineering Group Co. Company. This paper aims to seize the current situation in both international and domestic market, and constantly enhance the core competitiveness to achieve bigger goals, and ultimately realize the long-term strategy of China Railway Tunnel Group.The domestic and international economic situation are firstly analyzedin this paper; the status of the development of the domestic construction industry are recognized; and the theoretical tools are picked up according to the topics of purpose, meaning. Then based on the Five Forces Analysis model, strategic management and PEST analysis model theoretical tool, this paper analyzes the enterprises which are facing domestic and international environment, the situation and development trend of China’s construction industry, intra-industry competition situation; and also analyzes the internal resources and capabilities, competitive structure, and both the strengths and disadvantages ofresources. After the previous analysis and the strategies approach to enterprise development, the Railway Tunnel implementation of the overall strategy of the "1234", that is, around "a central", to promote"two changes"to expand the "three markets", and to strengthen "four in one". And this paper puts forward a goal in four aspects:major economic indicators, theproduct structureadjustment, human resource development, scientific and technological innovation. Finallyit puts forward strategic measures in six areas including scientific and technological innovation, industrial integration, capital operation, the international market, cultural brand.In response to these strategic objectives andmeasures, some issues may exist in the implementation process, which includes the changes of macroeconomic situation leading to the reduction of investment in infrastructure construction, the difficulties in the capital operation due to adjustment of national policies, the increased cost of overseas projects caused by the inflation and exchange rate changes, thechanges in firm sizeunder the industrial restructuring of state-owned enterprises, and the incomplete implementation of internal management system as well as otherrisks. And the targetedstrategies areformulated for the implementation of control measures in order to ensure the realization of the strategic objectives.
