Study On The Transfer Of Rural Surplus Labor In Anhui Province

Anhui Province is located in the mid-eastern China, is a traditional agricultural province with large population, the employment pressure transfer of agricultural population, weak rural infrastructure, rural surplus labor is the realistic contradiction. Since twentieth Century the mid80’s to the mid90’s, the employment transfer of rural surplus labor in Anhui Province has experienced two relatively good momentum of development. However, since twenty-first Century, has obvious landslide trend employment transfer of rural surplus labor force, there are many factors causing this dilemma, reasons for rural labor itself, also have external environment and institutional mechanism is not sound reasons. Theory research and the experience of the western developed countries modernization proved, rural surplus labor transfer employment smoothly, is of great significance to the healthy development of the economy and society as well as the four modernizations synchronization "new urbanization" construction.This paper attempts to both theoretical and empirical aspects of the transfer of rural labor in Anhui to study the problem.Based on the definition of rural labor transfer related concepts, at home and abroad on the transfer of rural surplus labor related theories systematically and research. Using the theory and empirical combination method, analysis and put forward their views, and starting from the rural economic and social development of Anhui Province, the basic situation of rural labor resources and the surplus rural labor force angle, conducts an empirical study based on analysis of a large number of statistical data, analysis of factors affecting the transfer of rural surplus labor in Anhui Province, and transfer of constructive suggestions and opinions for the rural surplus labor in Anhui province.A serious constraint in Anhui Province, contradiction between more people and less cause the agricultural employment ability by resource, so changing farmer employment structure, broaden employment channels for farmers, and promoting rural surplus labor transfer from the first industry, vigorously implement the non-agricultural employment, is an important measure to promote rural economic development, farmer income growth and urban and rural development.Through the empirical analysis of results, enhance the level of urbanization development, promote the development of non-agricultural industry, the rural land system to improve and reform the household registration system steadily should be the most effective way to promote the transfer of rural labor force of Anhui Province.
