Since the21st Century, Recreationalization is undergoing in different countries and regions with the development of urbanization and it has become a global trend. Leisure is a critical part of people’s life changing process. Its powerful economic function is also becoming more and more remarkable. Under this big background of our era, a lot of Chinese cities make Recreationalization as their development claim and gold. No matter cities have made Recreationalization into their strategic development plan or they haven"t claimed it, but urbans’Recreationalization development is undoubtedly an effective way to create good living environment develop sustainably.At the same time, the studies on urban recreationalization are becoming booming and more frequently discussed. In theory, Chinese scholars started the study on Recreationalization right after Hangzhou made’Recreationalization’as its urban development goal. More and more measuring and evaluation methods came out which are the solid foundation of this study, though the results of these studies have differences.In practices, Shanghai is a mega-metropolis with over23million permanent residents and GDP per capital of10thousand USD in2010. Its leading role in economy, culture makes itself a largest leisure demanding city in China. Meanwhile, the challenge for Shanghai to rapidly improve its Recreationalization is also very big because Shanghai is a mega city full of complexity and diversity. Presently, we have already have some scholars who have studied deeply on the recreationalization related issues of Shanghai, such as Lou Jiajun, Lv Ning and Fu Lixia, etc. However, the study on the recreationalization of districts is seldomly discussed and worked on.This paper takes11districts in Shanghai as the study objectives. Based on the data from official Statistics and scientific evaluation waythis paper uses TOPSIS as the evaluation model to assess the Recreationalization of Shanghai’s11districts, the results show:Firstly, Different Districts have their own development path. The most typical way of these three types districts are:centralized districts have the intensive development, the suburbs close to downtown have more communities to develop recreationalization and the most outside suburbs are more eco-focus. Secondly, the total ranking and the ranking of sub-system both have the trend that some districts have very good performance which are much higher than the average level. In each subject of the evaluation, there is one district with very outstanding performance. Thirdly, the resources of Leisure industry to different districts are balanced and the standard of their leisure are fairly close. Downtown area’s consumption power has positive correlation to the standard of recreation resources. The recreation resources of suburbs have positive correlation to recreation industry abilities. This paper focuses on the study of:Firstly, after summarizing the background, value, methods and reasons of the study, the paper displays the progress of the existing study and the conception of the study object and purpose. Secondly, clarifies the development of Shanghai’s recreactionalization, regular patterns and specific characteristics of different stages. Thirdly, the paper demonstrates how the evaluation framework is established, what are the composition of the system and how the collected data are scientifically processed. Lastly, the paper uses TOPSIS to analysize the data and the development and finally gets the ranking of all districts. The results are evaluated and illustrated from the historically and geographically, to see how we can improve the recreationalization of all districts in Shanghai and provide the best and appropriate methods, measures and improving methods.
