The Research On The Problems Of The Rural Land Circulation In Lulong County

The first decade in the 21 st century has witnessed the government's vigorous promoting of the circulation of rural land and related property right confirmation,the latter,being the legal basis of the former,can better promote the rural land circulation,which makes it possible of amalgamation of scattered lands for contractors to develop.This is beneficial to the large-scale management of lands and the re-employment of surplus rural labor force.It can also satisfy the requirement of industrialization of agriculture,to establish more effective channels for agricultural products,circulation,accordingly guarantees a stable price of the agricultural products and increases farmers' income.In this practice of this policy,Lulong County's land circulation rate in 2016 reached 31.3%.It certainly has made some achievements.However it also exposed a series of problems resulting in the slow progress in Lulong County's land circulation.This paper first studies the issues of rural land circulation in Lulong County through literature review,questionnaire survey and field investigation.First of all,through the search for a large number of documents on land circulation,study of government documents and work reports,the author gives the background,purpose and significance of the research.A summary and review of domestic and foreign literature is also made for the possible further research.Secondly,it makes a brief summary of the concept and theory of rural land circulation.Finally,the current situation of Lulong County is introduced from the perspective of Lulong County's agricultural economy and overall economy situation.Tthe paper studies the present situation of the county's land circulation,focusing on the analysis of its current situation and characteristics in its practice of land circulation.Combined with the basic situation of the county the paper analyzes the facts that local farmers do not fully realize their own problems,along with that the land circulation process is not standardized,and that the market mechanism is not perfect and fragmentary use of land,and accordingly puts forward workable proposals.In order to promote the healthy development of land circulation management,push forward the orderly circulation of rural land and achieve large-scale management of the land,it is necessary to arrange from a wider perspective,including the government's propagation,farmers awareness,circulation procedures,the market mechanisms of land circulation,social security system,government support and other aspects of co-ordination arrangements.
