Under this kind of situation, from all social classes highly caresfor the problem. The Seventeenth National Congress of the Communist Party ofChina proposed to build a social security system that covers both urban and ruralareas. Then the18th National Congress of the CPC stressed once again that bolsteredthe development of the social security system, and putting forward effective measuresthat change the ideological line from humane care to system design. How to buildendowment insurance system of migrant workers is not only the necessary to solvethe problem about the agriculture，but the way to achieve social equity and stability.It ’s an important subject for building a harmonious society.Be aimed at solving the problem of migrant workers ’ endowment insurance system，many scholars from both practical and theoretical points of view approaches the ideasand methods,putting forward many national policies, laws and concrete measures.This article sum up experiences systematically and analyze the latest system anddatum. Not only Qualitative study on laws, policies and concrete measures, but usethe method of Logistic regression analysis to research the problem. From two sides oftheory and practice to analyze the negative phenomenon about migrant workers ’endowment insurance system。The results will provide reference to build relevantsystem, having a stronger feasibility.
