Theoritical And Empirical Research On The Farmland Protection Performance Of Local Government

People are living by food, and food is producing from cultivated land, the mostprecious part of the land. It is necessary to carry on the most serious cultivated landprotection rules to make sure the rice supply. In2014, the central government firstly putthe rice security on the first rank and put forward that the supply of rice should be based ondomestic country. However; we can’t deny the reality that the area of land is far away frompeople’s necessity. Ex-premier Wen Jiabao pointed out in the Government Report that ourcountry has to feed on22percent of people with no more than10percent of land in theworld. Compared with the unlimited necessity towards the farmland that is extremelylimiting. Facing the contradiction between farmland protection and economy development,the scholars pay more attention to this topic. The local governments that control the use ofthe farmland and take the responsibility to protect the farmland act as the athlete and judge.At present, the using of constructive land take up a large amount of the farmland is themain reason of farmland loss and the game between local government and centralgovernment hindered the farmland protection. According to the investigation,80percent ofthe illegal land using cases is caused by the local government. Therefore; both in terms oftheory and practice, we need make further research on the performance of localgovernment farmland protection.Based on the theory research of the farmland protection, this paper have used tworesearching ways, the theory of normative analysis and the empirical quantitative research,to construct a kind of logical model and research thought that is based on various theories,the present condition of cultivated land protection, indexes, empirical research and ways toimprove performance of local government farmland protection. The purpose of theory andempirical research is to make the further research on the performance of farmlandprotection, regulate the behavior of local government farmland protection and offer a set ofreasonable and feasible assessing indexes. According to the Five Years’ Planning, thispaper also has made the research on the cultivated land protection performance ofZhanjiang local government and the conclusion as following: the total amount of land inZhanjiang keep balanced but the land protection performance is still low and decreasedyear after year. From1996to2000, during this period, the ministry of land and resource was built and Land Administration Law reformed. The land administration has transformedinto the stage of land usage management. But influenced by nature and people, theperformance of farmland protection is far from that we expect that is0.283. From2001to2005, on one hand, the land administration constantly made related files and policies. Onthe other hand, facing the rapid development of urbanization and industrialization, the localgovernment tends to develop the economy at the expense of farmland because ofeconomical profits. The farmland protection performance declined from0.283in the ninthfive year to0.149in the tenth five year. From2006to2010, our country has carried on theevaluation of farmland protection towards provincial government that it began to performevery five year from2006.2010would be the first year to carry on it. Centralgovernment’s enough concern and related policies are helpful to improve the farmlandprotection performance of local government. The performance during this period isimproved to0.201. The performing performance was the best and input and productiveperformance was both low. It reveals that we should carry on the policies at our best,meanwhile; the central government should give the financial assistance and commonlydeal with the natural disaster. Compared with the other areas in China, the performance ofZhanjiang local government was just located below the middle level. It is still far awayfrom the ideal goal. In farmers’ view, they are unsatisfied with the procedure of landrequisition, liability-pursuing system towards illegal use of land, dealing of cultivated landpollution, putting to alkali and waterlogged. The local government should always carry outthe policy of land protection and emphasize such task. Put it into practice and put forwardthe ways to solve the problem by implementing the mayor of responsibility system.
