Research On Construction Project Investment Management Of Hami Thermal Power Generation

As an important content of the construction project management, investment management is indispensable in the market economy. It runs through the full range of the whole process of project construction and management involved from feasibility studies, plans, estimates, design, construction, to project evaluation etc. Investment management also touches upon the department in charge of project, design and construction units, the financial accounting department, supervision and auditing department. With the continuous improvement of the electricity market reform, it has been an urgent problem for power generation companies to make an investment decision and control the project’s cost effectively to improve the overall efficiency.This paper is based on the above purposes, studying the scientific method and practical exploration of the construction project investment management of the power generation companies. The paper studies the status quo of the investment management of construction projects home and abroad. In view of the existing problems and shortcomings of the investment management in electric power industry, it puts forward the methods, measures and significance of the investment management of construction projects controlled by the state-owned power generation enterprises. On this basis, this paper introduces the theory of TCM (total cost management) and describes its basic contents and procedures. According to the theory of TCM, this paper researches and analysis the enterprise development strategies, the national macro-economic control, the quality of the project progress, human resource management, process management and other problems that need to be concerned in the investment management of the construction project, and designs the investment management mode and operation process which applied in the project of Harm2X600MW thermal power plant. Having changed the static and one-sided mode of management, this paper standardizes the management of specific content and index system of construction project investment, so as to construct an index system for project investment management.
