With fast and sustainable development of China’s economy, energy demand is rising continuously and rapidly. As a result, coal and power industry face more and more because of their basic products. As the upstream and downstream industry of energy industrial chain, coal enterprises and thermal power plants are closely mutually dependent. But the production and management result display different market. The industrial chain shows in-coordinal development characters. When coal market price is high, coal enterprises obtain highly reward rates and consequently they are enthusiastic to blind expansion of investment. But power plants are facing industrial loss and "more power, more loss" restricts their investment ability. Thus their conflict can deepen power shortage. On the other side, when coal price is low, power plants got profits. They are willingly to expand their investment and coal enterprises are reluctant. As a result, materials’ supply level of power plants is decreasing. The obviously inordinate problem should be settled. Under this background, coal and power integration strategy is going to be put forward to exploring their price contradiction and to coordinate their development of energy industrial chain.Analytic hierarchy process is a multi-criteria decision making method. In the systematic, scientific and developing view, this thesis put forward to an comprehensive evaluation model of coal and power integration strategy on the basis of SWOT and AHP method. It is of realistic significance.This thesis deeply analyzes several important aspects. It analyzes power their outer opportunities and threats factors; their inner strengths and weakness factors. Then it constructs an AHP model with three levels to get comprehensive evaluation result and make decisions. Firstly, this thesis analyzes the present development situation of coal and power industry chain and explores the deep reasons for the contradiction between upstream and downstream industries. It is the theoretic and realistic basis of the integration strategy. Secondly, an AHP-SWOT comprehensive evaluation model is built to evaluate this strategy. The target level is decision making result. The criterion level includes opportunity, threat, strength and weakness. The index level is their each influencing factors. Based on the experts’scoring results, the conclusions are obtained. Thirdly, strategy quadrilateral is formed to find out its Center of Gravity location. Then its strategy vector is calculated. Strategic orientation angle and strategic strength coefficient are utilized to identify and decide the integration strategy types and their strategic strength. Finally, an empirical analysis based upon AHP-SWOT model is used to analyze coal and power integration strategy decision-making and strategy establishing of He Qu power plants. Strategic sustentation systems are correspondingly suggested.
