Study On Evaluation Research Of Bidding Plan About Africa EPC Project

Along with Chinese reform and economic aiding to Africa and strengthening China-Africa economic and trade cooperation, since the mid-1990s, Chinese contracted projects in Africa entered a rapid growth period. Based on the characteristics of EPC mode, more and more African owners prefer to choose this contract model in the process of the construction of infrastructure. In Africa, EPC general contracting mode of tender and bid activities, there are still quite a lot of problems which directly affect the fairness and rationality of the results of the tender and bid activities.Therefore, this article embarks from the EPC project bidding procedures, the main factors influencing the current bidding scheme is expounded, according to the importance of each factor in bidding scheme, the evaluation system is established based on AHP evaluation system, and to determine the weight of each evaluation index, based on the analysis of several methods currently used in project bidding plan, put forward the general contracting mode for the Africa region bidding program evaluation method using fuzzy comprehensive evaluation method.The bid evaluation method is based on the fuzzy membership degree theory to qualitative evaluation into quantitative evaluation. This method solves the original way of qualitative and quantitative evaluation which can not be a good combination of problems, so that make the bid evaluation method in such aspects more comprehensive, reasonable and scientific. Ultimately, the author hope that through this research work for the African region of EPC current mode bidding activities and parties involved in providing some help to promote the African region of EPC mode bidding activities towards a more healthy, reasonable, orderly development track.
