With China entering the WTO, China’s Enterprises are not only facing domestic competition, but also has to participate to the international competition. Enterprises are made up of people, the competition between Enterprises falls on its people worked within. People are free-flowing, and using of people’s talents requires certain conditions. Therefore, to attract, retain and motivate talents to serve Enterprise is an important issue which must be carefully studied by all Enterprise administrators. The main objective of human resources management is to obtain human resources and develop effectively, with which to achieve corporate strategic goals.State-own Enterprise of GT Expressway Investment Company., Ltd.(GT Company for short) is used as an example, the GT Company used to be an Institution under administration by Provincial Roads Management Department, it was responsible for expressway construction in Guangxi as a representative owner for Provincial Roads Management Department. While State-own Enterprise JT Group Company was set up, the Institution has been dismissed, JT Group Company invested a hundred million CNY to establish GT Company, GT Company undertakes the task of managing the expressway invested by JT Group Company. As financial crisis aroused in western world in2008, expressway construction projects have doubled its numbers in Guangxi, as the new design standard and specifications, resettlement policy revising, and other policies continuing issues, it make GT Company confront huge challenges which never happened before, the quality, progress, investment control, safety and anticorruption of expressway construction forms a heavier burden for GT Expressway. GT Company faces urgent requirements for change its policies which unfit for its new tasks. Performance appraisal as an important management tool also needs to be changed correspondingly. Through Author’s face to face interview, question are investigation and policy study, it is found that the company’s performance management have problems such as:task of performance management is divided from the task of organization management, performance appraisal indicators and evaluate standards are not scientifically setting, lacking on feedback during appraisal and the results are not apply effectively. In this Thesis, mordent theoretical methods of performance management such as Management by Objectives, Balanced Scorecard, KPI, personal assessment of behavioral have been integrated, in order to design a complete scheme for improving GT Company’s performance appraisal system, thereby improving its human resources management system and provide a strong support for the company to complete its mission.The Author hope that through the introduction of this Thesis, to provide some help and inspiration for the reader especially Enterprise leaders on solving the problems of employee performance appraisal, and to play a starting role for other Enterprises to improve its performance management. The Author also hope that this thesis can provide an useful reference for those Enterprises with similar business on design its performance appraisal system, in order to improve design standard of performance appraisal system.
