A Research On Cross-Sectoral Cooperation Of Public Crisis Management In Civil Aviation

In recent years, as a new concept of modern government management, Whole-Of-Government has gradually become the emphasis of reform practice and direction of academic research in developed countries today. The general objectives of. deepening reform proposed in the Third Plenary Session of the18th Central Committee are developing the socialist system with Chinese characteristics and promoting the modernization of national governance system as well as governance capacity. In order to promote China’s administrative system and to further implement a service-oriented government in the true sense, cross-sectoral cooperation is an indispensable supporting system.With the deepening of reform and opening up, China’s various undertakings, like politics, economics and culture, have enjoyed continuous development. Chinese political system and economic structure have gradually exposed a number of defects. Various social contradictions have showed up. Various natural and social emergencies have emerged in endlessly. What’s more, all kinds of public crises have clicked into place in quick succession. China has made remarkable achievements in the aviation industry while facing a variety of crises. Meanwhile, the complexity, destructiveness and uncertainty of public crisis have been increasing. The own strength of Chinese aviation industry and the traditional way of thinking can not meet the need of developing the industry and managing public crises. The strengthening of public crisis management in civil aviation, especially the cross-sectoral cooperation, is of practical significance to effectively addressing the increasingly complex public affairs, resolving public crises, ensuring civil safety, promoting economic development and maintaining social stability.With the theory foreshadowing of the civil aviation knowledge, the basic theories of public crisis and cross-sectoral cooperation, this paper explains the necessity of cross-sectoral cooperation of public crisis management in civil aviation, introduces the types and characteristics of public crisis management of civil aviation, institutional evolution of civil aviation management and aviation institutional framework on public crisis management, summarizes the current problems in cross-sectoral cooperation of public crisis management in civil aviation by case analyzing, and further analyzes the reasons for the existence of the problem.On this basis, the overall concept and the optimized path of cross-sectoral cooperation of public crisis management in civil aviation are proposed from the cultural, organizational and institutional aspects.
