A Research On Cross-Sector Cooperation Of Guangxi Civil Aviation

Economic globalization and regional economic integration are the main trend of world economic development. Developing the construction and cooperation between China and ASEAN has far-reaching meaning to our country in politics, economy, national strategy and other fields. Due to the special geography location, Guangxi province has connected all the countries of ASEAN, acting as a "bridgehead", which places Guangxi province in a special status in the cooperation between China and ASEAN. Civil Aviation has become an important link between China and ASEAN countries. The development level of the civil aviation also has been a significant indicator of economic and social development. The development level of the civil aviation of Guangxi province not only affects the development of its economy and society, but also affects the status of Guangxi province in China-ASEAN cooperation relationship. The development Promotion of Guangxi aviation is conducive not only to the economic and social development of Guangxi province, but also consolidate and promote its "bridgehead" status in China-ASEAN partnership.Within 60 years’ development, China civil aviation has made remarkable achievements and become the world’s second largest civil aviation power, just falling behind of America. After the separation of military and civil aviation, the airport decentralization, and other reforms, such as multiple rounds of reforms, civil aviation stimulates the market vitality, and promotes the development of the industry, but it also lead to the "fragmentation" of government management. Nowadays, the development of civil aviation involves multiple government’s branches, non-governmental organizations and enterprises. Multi-industry development is inseparable from the human resources involved in the body to carry out cross-sector cooperation, and jointly promote the development of the industry. Internationally, the major Western countries has experienced a new public management reform, with the social management and public service demand getting increasingly diverse and complex, the defects of the new public management theory become ever-growing apparent. Meanwhile, the fragmentation of public service and government management is in dilemma. At this time, as a response to public service and government management, some relative theories of cross-sector cooperation come into being. With Guangxi civil aviation as the research object, this paper is setting in the aviation industry. Through the introduction of relevant knowledge and illustration the importance of cross-sector cooperation, it analyzes the problems which exist in Guangxi civil aviation and cross-sector cooperation. Beside this, it also learns from the experience of developed countries. Based on this, the interdepartmental cooperation theory of Eugene ·Bardach was introduced to promote the development of Guangxi civil aviation.The theory conducted an applied research on cross-sector cooperation of Guangxi civil aviation, with capacity building of cross-sector cooperation as its main line, trying to carry out in-depth analysis in terms of the overall framework and dynamic processes, etc., and giving some reference to create more strategies of the interdepartmental cooperation of Guangxi civil aviation.
