Study on the rural land circulation types in Southeastern Guangxi summarized as:Farmers’ spontaneous circulation, Capital-led land circulation, Government-led land circulation, there reflects three leading force of rural land transfer:Market, Government and Cooperation Organization. Different dominant force, land transfer mechanism is different. At the present stage is mainly determined by the market mechanism and government mechanism to promote rural land circulation and the market process.However, because the property rights, land property, administrative interventions tend to lead to market failure, hindered the rural land circulation efficiency. Strong government intervention might run counter to farmers’ intentions and disregard the laws of the market, blind to promote agricultural industrialization, thus a government failure. Vulnerable farmers face the fierce market risk withstand a single blow, urgent demand to improving the organization level of rural land circulation, regulate land circulation behavior, to strengthen the self protection ability. The existing rural land circulation mechanism of these problems forces the rural land circulation mechanism of continuous improvement and innovation.To promote the innovation of rural land circulation mechanism in the context of agricultural industrialization, one is to perfect the market mechanism of rural land circulation, play a decisive role in the market, make full use of market competition mechanism and price leverage to regulate the supply and demand of land, emphasizes the property right of rural land contractual management right, distribution of land circulation income reasonably, guard against and defuse the risk of agricultural land transfer. The two is to effectively play the role of the government mechanism; the government should gradually withdraw from the direct circulation of agricultural land, to build a service platform of farmland circulation, developing intermediary organization and provide social security, to promote the orderly flow of agricultural land. The three is introducing cooperation mechanism actively, improve the degree of organization of farmers, mainly through the " farmers+cooperatives" horizontal cooperation and "farmers+company" or "cooperative+company" vertical cooperation, reduce of direct market access traders, to shorten the rural land transaction negotiation time and decrease the transaction cost, to realize cooperation of farmland circulation and the comprehensive development of agricultural industrialization. Cooperation mechanism overcomes random laissez faire market, but also overcomes the restrictions and fetters, not only has the discipline, but also has main market players of flexible and positive, there is a broad living space to grow up and strong adaptability in rural areas, might be a form of innovation of rural land circulation.
