Research On Improving The Transfer System Of Contractual Right Of Rural Land

The rural social security is the important content of the problem of people’s livelihood inour countryside, collective land is closely related to the rural social security. In all ages, socialsecurity function of land is alway playing a main role in country. However, with changing oftimes and developing of economy, rural land transfer leads to the weakening of social securityfunction of land. Besides, in the process of rural land transfer, because of some problems suchas the unreasonable distribution of benefit of the nation, rural collective and individual, thegovernment forces to levy land against farmers’ wishes and lack of enough compensationcaused by the rough rural land transfer, so, the problem of rural land transfer bacomes the coreproblem of agriculture, rural areas and farmers at the moment in our country, and soluting theproblem of rural land transfer has a vital practical significance for the solution of the problemof agriculture, rural areas and farmers and the construction of rural social security system.From the aspect of construction of the integration of urban and rural social security system, inthe method of historical analysis and literature analysis, this paper summarizes theachievements and analyses the problems of rural land reform, analyses the internal relationbetween rural land transfer and the construction of the integration of urban and rural socialsecurity system.It researches the development status of rural land transfer, the mainexpressions of the social security function of rural land，the main Influences of rural landtransfer system on rural social security. Finally, it put forward the measures of improving ruralland transfer system. Meanwhile, our policies should pay attention in regional development,reform of household registration system and government corruption.
