Currently, the increasingly serious problem global warming poses great threatsand challenges on human’s production and life. As a key way to reduce carbonemissions and solve the problem of global warming, to develop and use low-carbontechnology is highly focused by all the countries.However, in the context of theglobal value chain, Chinese manufacturing is only in a low-end situation embededinto the global value chain, and is subordinated and dominanted in the global valuechain, the overall level of Chinese manufacturing low-carbon technology is not high,low-carbon technology innovation is needed to achieve the aim of value upgrading inthe global value chain. Although low-carbon technology innovation can createeconomic, social and ecological values, it is also highly risky. How to reduce therisks involved in the low-carbon technology innovation process to ensure thatlow-carbon technology innovation is carried out smoothly through risk managementmethod has become the focus of decision makers.The paper discussed the content of the global value chain, defined themanufacturing low-carbon technology and low-carbon technology innovation risk,and classified the manufacturing low-carbon technology innovation risk in thecontext of the global value chain into global low-carbon R&D risk, globallow-carbon manufacturing risk and global low-carbon marketing risk from theperspective of the process. By comparing five different risk management processeswhich were put forward by five organizations, this paper’s risk management processwas summarized, on this basis, risk management theory model of manufacturinglow-carbon technology innovation in the context of the global value chain was built.In the respect of risk indetification and analysis, the paper sorted out the existiedtechnology innovation risk research achivements and identifid the risk factors of manufacturing low-carbon technology innovation in the context of the global valuechain, combining with the research background, then cause and effect diagram wasused to show the logical relationship between risk factors. Causes and characteristicsof manufacturing low-carbon technology innovation risks in the context of the globalvalue chain were analysed.In the respect of risk evaluation, according to the results of risk identification,risk evaluation index system was constructed. The AHP and comprehensiveevaluation method based on triangular fuzzy numbers were used to evaluate the riskin Chinese manufacturing low-carbon technology innovation in the context of theglobal value chain.A ranking of the evaluation results was provided as a referenceguide for making risk response plans.In the respect of risk response and monitoring, the four modes of risk responsewere analysed, and risk response mode selection process was sketched. The riskresponse strategies for Chinese manufacturing low-carbon technology innovation inthe context of the global value chain were put forward. After analyzing the purposeand content of risk monitoring, the risk monitoring organization system and riskmonitoring system of Chinese manufacturing low-carbon technology innovation inthe context of the global value chain were constructed and the paper explained therunning mode of the risk monitoring system.
