Research On Advantage Of Late-Development About A Low Carbon's Innovation Of Manufacturing Enterprise Under The Global Value Chain

With the continuous progress of society, environment problem has become the focus of increasing concern to the international community, the contradiction between the increasing environmental problems and economic growth demand are coming out, carbon dioxide emissions affected the efficiency and quality of economic growth. At the same time, with the economic globalization emerging, the international division of labor is gradually deepening. This to some extent accelerate low-carbon technology knowledge spreading around the world, in the process of industrialization in the global, non renewable energy such as fossil energy, extensive use, resulting in a sharp increase in the carbon dioxide content in the atmosphere, on global climate and ecological environment caused serious damage, under the stern situation, development of cleaner production technologies based on low carbon technology become inevitable. To the late-developing countries, the transformation and development of the function of technology in developed countries, it is of great significance.This paper wants to research and study the advantages that under the global value chain theory, low-carbon innovation of the system in manufactures and enterprises, the distinction between the inner and outer system which between the interdependence and interaction angle in the system holistic interpretation then, from the global value chain of manufacturing enterprise technology gap of low-carbon innovation motivation, technical ability,elements and government policy motivation, and economic, ecological and social value system are analyzed, that low carbon innovation in manufacturing industry in the global value chain development strategy, the government should include the macro control strategy, low carbon industry structure adjustment strategy, market strategy. Finally using the automobile manufacturing as an example to carry out empirical research, and put forward relevant to suggestions and countermeasures: the stable economic growth and change the mode of economic growth; to make the transition to a low-carbon industry development forms; adjusting the industrial structure and promoting industrial integration; encourage low carbon technology introduction and innovation; strengthen the concept of low carbon culture value; to strengthen international exchanges and cooperation.
