Global value chain as an important form of economic organization activities, itsdivision has brought continuing new impetus for the current world economicdevelopment, however, also cause an imbalance of national economic development,environmental pollution transfer and other issues. Chinese manufacturing is in lowvalue-added, high-polluting manufacturing sector in global value chain. Traditionaldevelopment model based on fossil energy forms a path-dependent, resulting inChinese at a disadvantage in the international economy, climate negotiations. Notonly bear the enormous environment damage, is also facing multinationalmanufacturing companies to use its core competencies continue to squeeze profitmargins so that Chinese manufacturing is getting smaller.Therefore, this paper based on the global value chain, firstly, this paper analyzedthe relevant concepts of chinese manufacturing low-carbon technology innovationperformance, to build the conceptual model of low-carbon technology innovationperformance of manufacturing in the global value chain. According to the conceptmodel, based on the view of innovation input-output point, this paper builds Chinesemanufacturing low-carbon technology innovation performance evaluation system.Factor analysis and data envelopment analysis are used to evaluate Chinesemanufacturing low-carbon technology innovation performance in the global valuechain. According calculated efficiency, this paper with tobit regression analyzes theimpact of market pull, technology progress, government regulation on chinesemanufacturing low-carbon technological innovation performance.The results show that there is a large difference in the manufacturing industryinnovation performance, pure technical efficiency is higher than scale efficiency, inaddition to ferrous metal smelting and rolling processing industry, communications equipment, computers and other electronic equipment manufacturing constant returnsto scale, most manufacture industruies are increasing returns to scale stage, thatillustrate the relative lack of investment in innovation. The impact of market pull onChinese manufacturing low-carbon technology innovation performance is notsignificant; technology progess has a negative impact on Chinese manufacturing lowcarbon technology innovation performance; government regulation has a positive butnot very significant impact. On the basis of empirical analysis, we proposesuggestions from the global low-carbon R&D, global low-carbon manufacturing,marketing and other aspects for global carbon Chinese manufacturing industry in theglobal value chain.
