:With the rapid development of global economic integration and the improvement of china railway reform, it forces the enterprise to face new management challenges and improve its’strategic management due to the great change of environment which happened in railway industry both from inside and outside, the increasing stress comes from market competition and the rising costs of materials and human resources, etc. As an important management measures of enterprise’s strategic management, performance management will play an important role to help enterprise solve the problems of survival and development in the complicated environmental variation. Changsha Nanche Railway Electric equipment Co., Ltd which founded on Feb4,2002has some problems on performance management during its ’enterprise’s construction and development. With the increasing competition of the electric equipment in railway industry, modern enterprise management system has been adopted. The top level leaders of the company understand the importance of performance management and decide to gradually establish and carry out it, which improves vitality and competition ability, promotes enterprise’s development and improves enterprise’s position in market competition.First, this article studies the current situation of performance management both from home and abroad. Then, the train of thought and normal ways of performance management were brought forth. After that, it systematically analyses the current situation of performance management and human resource in Changsha Nanche Railway Electric equipment Co., Ltd, especially for the existing problems when carrying out performance management system. It analyses the possible causes of these problems as well.Through the analysis the structure characters of industrial and company’s trade environment both from inside and outside, it brings forward the train of thought and principles of performance management system design in Changsha Nanche Railway Electric equipment Co., Ltd. It puts forward design target of performance evaluation plan for every departments and the company as a whole. It describes the choice of check methods on performance check-up, the design of check-up grades and standards, the improvement of check-up flow and the utilization of check-up results, etc. Finally, it evaluates the implementation and control of the new performance management system in our company, provides suggestions for practical implementation of this plan and designs the result evaluation system for plan implementation.This study achievements has important effectiveness of instruction and reference. Meanwhile, the enterprise performance management is a dynamic process. Therefore, it should make relative adjustment according to the surrounding environments and the human resource status of itself.
