The Research About The Layout Of The Infrastructure Of Shandong Marine Affairs Bureau

In order to adapt to the new situation of the construction of Blue Shandong Peninsula Economic Zone and to accurately grasp the demand of the development of social economy for maritime supervision service during the period of "Twelfth five-year", the layout of Shandong maritime sites is studied in this paper. On the one hand, the study could serve for adjusting the twelfth five year Shandong maritime plan timely, scientifically and reasonably, based on the entire analysis of the new situation and new requirements of current development of Shandong. On the other hand, the study lays the foundation of mid-term evaluation and adjustment of the12th five-year plan for maritime system and even transportation support system.The location problem of maritime public infrastructure is discussed from the perspective of public management. With the knowledge of the demand of port and shipping industry for maritime public infrastructure, the location problem of maritime public infrastructure of Shandong Marine Affairs Bureau is analyzed. On the basis of the analysis, this paper expects to realize the combination of publicity and economy. Firstly, this paper defines the meaning of maritime public infrastructure and other related concepts, which shows clearly that the maritime public infrastructure has the nature of public service. Secondly, based on the summary of the current layout of maritime infrastructure in Shandong and combined with the current situation of area under the jurisdiction of Shandong Marine Affairs Bureau as well as the characteristic of water traffic, the deficiency of the current layout of maritime infrastructure is analyzed. Thirdly, as the demand of maritime infrastructure construction is determined by the public risk of the area under jurisdiction, public risk assessment model in regulatory waters is built based on public risk management theory and fuzzy mathematics theory, which evaluates the risk of regulatory waters and the demand of maritime infrastructure in Shandong is determined. Fourthly, on the basis of demand analysis, the background of maritime infrastructure is put forward. And with the theory of public service facility location as well as the current layout of Shandong maritime infrastructure, the paper works out a layout scheme of maritime infrastructure according with the need of development of port and shipping in Shandong, which takes performance and fairness into consideration. Fifth, the paper puts forward some suggestions and measures to boost the construction of maritime infrastructure and perfect the current layout.Above all, with the knowledge of public nature of maritime infrastructure, the paper develops public risk assessment model in regulatory waters applied with the theory of public risk management and fuzzy mathematics. Finally, according to the current layout of Shandong maritime infrastructure and risks of the waters, a layout scheme is put forward giving consideration to both performance and fairness.
