Since the adoption of the reform and opening-up policy,Chinese manufacturingindustry has been developing rapidly,becoming one of the international manufacturingpowers.However,its disadvantages of high input, high energy consumption, high-levelpollution are also increasingly exposed.Therefore,how to make use of the TwelfthFive-year Plan to adjust the industrial structure,optimize energy structure,reduceenergy consumption,realize the benign interaction of industrial development and theenvironment is the major problem facing Chinese manufacturing industry.In order to analyze the feasibility of the adjustment of industrial structure andenergy structure,this paper through the establishment of the logistic cost function andthe VAR model,respectively to measure the Chinese manufacturing capital,labor,energy, and the coal and oil, gas, electricity,the elasticity of substitution of value,as toresearch in energy and other elements and various varieties of alternative energy, andregional factors,to measure the country28provinces,comparative analysis of thedifferences between various regions.Second,because of the influence ofmanufacturing industry development level and the resources endowment,use internalenergy alternative to adjust energy structure with practical constraints,industrystructure upgrading needs to focus on the adjustment of industrial structure, the paperthrough calculation of Chinese manufacturing and energy intensity and energy savingpotential,djustment of industrial structure is analyzed from the Angle of savingenergy and reducing consumption.Results show that:first,the average elasticity of substitution value betweenChinese manufacturing capital and energy is1.23,which shows high-level substitutiondegree,and that labor and energy are substituted and then complementary.Butelasticity of substitution between productive factors at regions differs greatly,forexample,in such regions as Hebei,Shanxi,Liaoning,the capital and energy arecomplementary, the same is true of the relationship between labor and energy in InnerMongolia,Jiangxi,Guangxi.Second,in terms of the whole nation, oil and gas canreplace coal, but the average elasticity of substitution is only0.04, which reflects thesubstitution is weak; the condition of substitution between various energies isdifferent from that of the manufacturing industry in regions,oil,gas and electricity hassubstituted coal in part of regions.Third,from the whole manufacturing industry,energy-saving potential in the eastern China is lowest, followed by thecentral and the western China; from the different fields, the industries ranking thefirst five places in energy-saving potential are tobacco processing industry,oilprocessing and coking industry,chemical fiber industry, transportation equipmentmanufacturing,ferrous metal smelting and rolling processing industry and energysaving potential,but as for specific provinces and cities,the energy saving potential indifferent fields of the manufacturing industry is different.Therefore,the policies andmeasures taken in structural restructuring of the manufacturing industry should adaptto the local conditions.
