Extension Research On Guilin Aged-Care At Home For The Older Under Appropriate-Shared-Benefits Social Welfare System

With the old-age population growing,the elderly pension becomes a concerned topic.Because people are affected by old ideas and particular national conditions of our country,people still like family-pension,which results in that family still plays a major role.So whether in the cities or the countryside,people is in the hope of the family solving the problem.The existing structure of the family is into the core-family,which results in that the family’s function becomes extremely fragile.In order to solve the aging population,aged-care at home as a new pension model is based on community.Original intention of the new pension is to make the older not to leave home to enjoy services which home and institution provide.In addition,according to the differences of the elderly,aged-care at home can provide customized services.This paper takes as the example Xiufeng Qu Lijun community、Qixing Qu Maotanglu、 Xiangshan Qu and Diecai Qu Baodie service center.Ⅰ mainly use the qualitative approach to collect data and to analyze the Guilin aged-care at home.On this basis,the urgency and tradition of the care-at-home is outstanding.Seeing it as a traditional pension mode combined with a modern one.Then,carrying on the comparative analysis theory and reality.On the basis of analysis,refining theory,hoping to be able to break through the geographical limitations and establishing a universal theory.Through systemic analysis,the end is to study to how to share the service on the basis of appropriation. In order to build a wide coverage,perfect pension system and diversify pension system,we should expand the scope and set up a "big" endowment.This article consists of four parts.The first is introduction.It is concerned about the research background and significance.Carding domestic and foreign research,defining the related concept,introducing the research methods and pointing out the innovation and deficiencies.The second part is the basic situation of Guilin.Analyzing the present situation of aged-care at home.Then analyzing the current situation and development of Guilin’s aged-care at home.The end is the diagnosis of Guilin,which is the single source of funds,few professional skills and people bias for the pension and so on.Analyzing the imbalanced distribution of resources,too few professionals and imbalanced gender,few government’s support,lack of professional management team,low wages,not perfect operation mechanism and so on.The third part is some important experiences.On this basis,the four part is formed,which is the further development of service under the appropriate-shared-benefits system.In the chapter,further illustrating the concept of family pension.Put forward to help the elderly set up correct ideas,change the single source of capital,make full use of existing resources,further strengthen the service skills of the full time staff and set up their own medical service center.All in all,this paper is based on Guilin’s aged-care at home.On this basis,study how to make appropriation into share,expand the scope,establish the "big" concept.The end goal is to build a wild coverage,perfect pension system and diversify pension system.
