Along with industrialization, a nation’s urbanization, which is normally the objective trend of human society development and an essential symbol of national modernization, is a natural and historic procedure of the non-agricultural industries agglomerated and the rural population concentrated to urbans. Reckoned by the general process of China’s modernization, China is still going to have1%increased per year in urbanization, i.e., approximately13million people are going to settle in cities from rural area. These figures mean a huge impact on cities’ infrastructure, employment, social security system and also more urban factors will enter into rural area. With the ongoing process of urbanization and industrialization, the large cities in China are facing a big swift in their spatial structure. A further integration of urban and suburban will occur along with the deepened suburbanization in big cities. Being a top city in Mainland China, the historic track and practiced experience of city development in Shanghai is very significant and typical, thus a good conclusion of it could more of less inspire other cities in Mainland China.Through a detailed review on City Development Theory and literature summary of suburbanization, this paper, discussing the outer suburbanization on the basis of accurate definition of city and suburban, referred to research achievements no matter domestic and overseas, then come to a conclusion that suburbanization was an important period of urbanization and the continuous development of suburbanization in China didn’t synchronize with the decline and dilapidation of the inner city. Based on the research results and methods led by the well-known scholars such as NING Yuemin, ZHOU Yixing, SHI Shaoyi and etc., this paper not only delimited Shanghai into inner city, suburban and outer suburban scientifically, but also led a historic review on the evolution of urban spatial structure in Shanghai. Took full use of the population data from the4th,5th,6th population census and1%population sampling survey data in2005, this paper discovered the import of population was very obvious with a total surge as98.12%since2000, which is already doubled comparing with10years ago. The area out of Suburban-Ring also has a high increase in population density. All of above statements demonstrated the suburbanization is really occurred in outer suburban of Shanghai.This research selected Nanqiao Satellite City, one of the three main satellite cities in the Twelfth Five-Year Plan of Shanghai, to take a close look into the outer suburbanization phenomenon and charateristics. The paper found the local resident are basically satisfied with Nanqiao current situation. Investment environment, education level and residential environment, the three key factors influencing interviewees’ adjudgment, are well-developed already but could still be better with additional efforts. The outer transportation, public hygiene and entainment facilities are less related to people’s satisfaction and merely fair in development except entainment facilities, which is in urgent need of improvement. Furthermore, this research tried to analyze the mechanism of outer-suburbanization from micro, medium and macro level in corresponding with person, district and nation viewpoint. The micro level mainly focus on resident by living factor and employment factor. The medium, included the investment cost, local policies and transporation situation, usually meant a lot to investors. The macro one focus on the national and Yangtze Delta Region’s development situation. The paper draw a conclusion of outer suburbanization’s mechanism and forces by an interacted and mutual combined outcome of above three levels and finally be represented as the forces of market, regime and nature.
