Performance assessment values greatly in the development of the enterprise andthe employ in person. Effective assessment system can not only boost the businessperformance and the employ’s quality, but ensure the employ can recognize thecorporate culture and the management mode of the company, with higher satisfactionto the work, the post and the company, forming a strong cohesion.To identify the performance assessment of aerospace enterprises, this studyadopts both the theoretical and case study methods, with XX aerospace company asthe typical case, to analyze issues incurring during performance assessment andpropose a performance assessment method based on the balanced scorecard. Theexisting performance assessment system of the XX aerospace company has bothadvantages and disadvantages. Speaking of its advantage, the company has abandonedthe traditional way of management-absent or single management phase, and start tofocus on the idea of performance assessment for corporation to develop multiplemanagement methods, realizing a multiple highlight from the performance plan toperformance feedback. Also, it has some disadvantages, i.e. over focus on thefeedback of performance assessment; lack of work analysis in the formulation ofperformance index and the assessing process of the personal assessment, which resultsin non-practical performance plan; lack of links to improve the performance afterassessment, such as targeted training; and lack of long term incentive other than theshort term incentive(performance), which leads to the employee’s inadequateenthusiasm and possibility of changing jobs.Through analysis to the issues found in the performance assessment system ofXX aerospace company, the author proposes an improvement scheme, mainly on theformulation of the strategic objectives of the company, level by level division of the balanced scorecard, and methods of realizing the department objectives and personalobjectives, particularly on the formulation of the employee’s personal performanceassessment objective and specific operation ways. Performance assessment foremployees shall start from the work analysis, sticking to performance management,and improvement of performance assessment, to propose to set up an assessmentsystem based on the work and post analysis. Communication between the upper andlower level is added during the setup of the assessment system, comparison withworkmates and oneself is focused during the assessment process, and training forimprovement of the performance is boosted after the assessment process. Ideological,organizational and technical guarantee to realize this assessment is analyzedindividually to ensure practical implementation of this proposal.This study is carried out under the guidance of theory, which can supplement theweakness in China’s study on the performance assessment system based on balancedscorecard, and guide the practice of performance assessment in aerospace companies,presenting certain theoretical and practical significance.
