But what is more interesting is that there are still "many but not excellent, but not refined hybrid" situation in this context about farmer cooperatives, Its most direct reflection is the low level of performance of farmer cooperatives. Meanwhile, Performance level is a important reason about measuring farmer cooperatives’development, It is a hot topic the theory in recent years. This paper taking questionnaires and on-site interviews to collect sample data based on studying the dynamic abroad and domestic,and then using the data envelopment analysis (DEA) evaluated the level of performance of farmer cooperatives and on using Tobin model (Tobit) analysis factors of affecting performance for further analysis, then this paper give the corresponding suggestion at final.This paper selected27farmer cooperatives come from seven counties in Harbin as the original sample, and conducted a category:Planting, livestock categories, agricultural machinery, fruits and vegetables. Meanwhile, let fixed assets, operating expenses and other six indicators as inputs-output indicator to analyze the output indicators using DEA model, the conclusion is the performance of farmer cooperatives obtained low level as a whole in Harbin, but the performance of vegetables and fruit is relatively better, the performance of the lowest class is planted. On this basis, using Tobit model (Tobit) to analysis the factors for affecting the performance, the three main factors is the second rebate system technical service training, stability and sales of the object. Finally, this paper presents an effective way to improve the professional performance of Harbin farmer cooperatives:Focus on improving farming Harbin performance level of farmer cooperatives, Improve the financial audit system and regulate secondary rebate system, increase the number of technical training and training the professional marketing staff to establish a stable relationship between sales.
