The Research Of Water Resources Supporting Capacity On The Development Of Agriculture In Shandong Province

The most important questions of our country’s research of Agricultural Water Resourcesare: water pollution rapidly, water environment getting worse, Water’s price mechanism isunreasonable, lack of an effective management mechanism and some Feasibility proposal tosolve those problems like deepening the reform of water prices, establishment of water-savingsociety, etc. But barely involve the research of the ability of water resource to support thedevelopment agriculture, for now, our country’s research of Agricultural Water Resourcesmajor in qualitative Analysis, value the single-level research and study of static, but haven’tpay enough attention to systematic and dynamic research, those aspects provide certainreference for study of the reason why water is insufficient to support agricultural developmentand the optimization measures in this paper.This paper based on the recognize of the meaning of the water resources ability tosupport agricultural, use SPSS data model to analyze the importance of water resources foragricultural development, while empirical analysis of the importance of water resources tosupport capacity development of agriculture, and ultimately through the adjustment ofagricultural structure, Shandong Province, water resources for agricultural development toachieve maximum support technology. The structural arrangement of this book is as follows:The first part is the introduction of this article, this section introduces the researchbackground, purpose and significance of agricultural water resources in Shandong Province,and then reviewed the main findings of the agricultural water resources in domestic andoverseas, in order to highlight the topic of this article sense and rationality, and proposedresearch methods and techniques used in this study route, pointing out the deficiencies thatexist in the present study.The second part of the chapter, including the second, third and fourth chapters,introduces the concept of agricultural water resources, and total agricultural water resourcesof Shandong Province is short, per acre owns low quantity water resources; the condition fordifferent regions to exploitation has obviously difference; agricultural water resources interannual changes fierce; agricultural water use efficiency is low in Shandong, as well as thecontribution of agriculture water resources in Shandong Province drawn to the gross agricultural production lot of conclusions by multiple regression analysis. This requires us toincrease investment in agricultural water resources in Shandong province, using effectivemeasures to improve the efficiency of agricultural water resources in Shandong Province toensure that agriculture can provide sufficient water resources.The third part, is the fourth chapter of this paper. The main trend by conventionalmethods and both of the total sown area of crops, labor input of agricultural and the totalinvestment amount of agricultural machinery power and water playing very important roles inShandong Province agricultural output, through the analysis of the ability and the strength ofwater resources to support agricultural in Shandong Province we could conclusion that at thepresent stage, Shandong’s water resources is ability to support the provincial agricultural ‘sbasic needs, but still exist potential crisis, water supply and demand dynamics of agriculture isstill inadequate.The fourth part of the chapter, including the fifth and sixth chapters, mainly for lack ofagricultural water resources in Shandong Province to support capacity constraints for analysis,while mention of Shandong Agricultural proposed to improve the ability of water to supportthe feasibility of proposals. Constraints include: Agricultural water and industrial water pricestay differences, agricultural water resources has a very low utilization, the phenomenon of"rural" and water rights conflict is highlighted, the presence of agricultural water managementsystem bottlenecks and other factors reduced the capacity of water to support agriculturaldevelopment in Shandong Province. Feasibility proposal includes: based on the actualagricultural water resources in Shandong Province. To enhanced the ability to supportagricultural water resources, optimizing agricultural structure, we should take the followingbasic measures: adjustment agricultural structure; develop "virtual water" trade strategy;deepen tariff reform, establish water-saving society, clear and stable water rights, establisheffective water-saving mechanism；break through the bottleneck of the management of waterresources, strengthen the unified management of water resources.
